Job Summary
This position is located in the Office of the General Counsel, Department of Youth Rehabilitation Services (DYRS). DYRS administers detention, commitment and aftercare services for youth held under its care in its facilities or residing in the D.C. community. DYRS's mission is to improve public safety and give court-involved youth the opportunity to become more productive citizens by building on the strengths of youth and their families in the least restrictive, most homelike environment consistent with public safety.
TheOffice of the General Counsel (OGC)
The Office of the General Counsel (OGC), more specifically, is responsible for reviewing legal matters pertaining to the agency and its programs, analyzing existing or proposed federal or local legislation and rules, managing the development of new legislation and rules, and coordinating legal services to the agency. The incumbent is responsible for providing expert legal advice, conducting extensive reviews of various legal documents, and providing statements of reasons, drafts letters, memoranda, and recommendations.
Dutiesand Responsibilities
The incumbent is responsible for providing legal representation to the DYRS staff consistent with relevant sections of the Recidivism Reduction at DYRS Act (RRADA) to include but not limited to participating in pre-disposition and team decision making meetings, attending review of commitment hearings, review of disposition hearings, show cause hearings, and representing the agency in administrative hearings. The incumbent confers with and incorporates the concerns of District Government officials, members of administrative bodies, and officials outside the District Government regarding actions taken against the District of Columbia.
Keeps abreast of changes in laws and regulations related to the function of programs and recommends appropriate courses of action.
Must possess a LLB or Juris Doctor (J.D.) degree from a law school accredited by the American Bar Association (ABA) at the time of appointment.
Prefer the incumbent have at least three (3) years of post J.D. professional legal experience.
Licenses and CertificationsMust be an active member in good standing of the District of Columbia Bar or be admitted in another United States jurisdiction, be eligible to waive in and be admitted into the District of Columbia Bar within 365 days of appointment. An appointee to the Legal Service position shall remain a member in good standing of the District of Columbia Bar during his/her employment in the Legal Service.
WorkingConditions/Environment
Work is predominately sedentary; however, some walking, standing, and bending are encountered. Carrying heavy and cumbersome documents is common.

Residency PreferenceWhen claiming residency preference, you are required, and must agree in writing, to maintain bona fide District residency for a period of seven (7) consecutive years from the effective date of employment. You will be required to present documents (proofs) to show District residency and failure to maintain bona-fide District residency for the seven-year (7-year) period will result in forfeiture of employment.
