SummaryThe Project Manager shall be responsible for overseeing and guiding all contracting personnel assigned to the TO, ensuring performance of work, TO compliance and quality control on a full‑time basis.
Responsibilities- Manage daily operations, plan and execute all activities.
- Facilitate communication and coordinate between NGB leadership, legislative offices, and relevant government stakeholders.
- Develop and manage project plans for legislative initiatives, ensuring timelines, deliverables, and objectives are met.
- Oversee and coordinate all activities related to legislative engagements, including preparing briefing materials, reports, and testimony for NGB leadership.
- Define project scope, goals, deliverables, and key milestones in collaboration with stakeholders.
- Develop detailed project plans, including timelines, resource allocation, and budgets.
- Identify and manage project dependencies, risks, and constraints.
- Strong project management skills, including scope, schedule and budget management.
- Excellent communication and interpersonal skills, with ability to build relationships and lead teams.
- Proficiency with project management tools (Microsoft Project, Jira, Trello, Asana).
- Strong problem‑solving and decision‑making skills.
- Ability to work under pressure, meet tight deadlines, and manage multiple projects simultaneously.
- Bachelor’s degree from an accredited U.S. university.
- Minimum 5 years experience in project management.
- Leadership experience at the HQDA (or equivalent DoD) level, including ability to effectively brief senior leaders.
- Secret security clearance required.
- Demonstrated understanding of congressional budget and appropriations process, including President’s budget, NDAA, Appropriations Act, and military construction appropriations.
- Experience with congressional committee process (mark‑ups, hearings, nominations).
- Experience with DoD policy development, program process and execution.
- PMP or Agile certifications.
- Experience in government contracting or highly regulated industries.
