Alutiiq Solutions, LLC is seeking a highly qualified and experienced Program Manager to lead facilities management services under an IDIQ contract with the U.S. Department of State, Bureau of Administration, Office of Facilities Management Services (DOS/A/FMS). The Program Manager will serve as a key point of contact with the government, ensuring successful contractual execution. This role requires strategic leadership, financial oversight, and hands-on management to deliver high-quality, compliant, and cost-effective facility services across the Department’s domestic portfolio.
The Program Manager must provide in-person supervision and cannot perform duties remotely.

Job Duties and Responsibilities- Manage all aspects of the IDIQ contract, aligning with the Department of State’s objectives.
- Oversee financial resources and ensure budget adherence as per the Cost Control Plan.
- Develop and maintain a Program Management Plan (PMP) covering strategies for planning, monitoring, risks, and continuous improvement.
- Supervise the Operations Management Office (OMO), ensuring effective execution of maintenance and repairs in compliance with relevant plans and methodologies.
- Ensure compliance with federal, state, local regulations, and Department policies on sustainability, safety, and environment.
- Manage contractor personnel, ensuring qualification, certification, and safety training.
- Coordinate with stakeholders including the Contracting Officer and Facility Managers.
- Use ERPS to track performance, manage assets, and report activities.
- Conduct regular performance reviews and provide monthly reports on KPIs, quality, and safety.
- Manage staffing levels and security clearance requirements for Controlled Access Areas.
- Develop and oversee Quality Control and Occupational Safety Plans.
- Support environmental, energy, and technical assessments as required.
- Bachelor’s degree or equivalent in Project Management, Engineering, or related fields.
- Top Secret Security Clearance.
- Valid certification such as CFM, FMC, or CPMM.
- Ability to provide in-person supervision at Department of State facilities; remote work is not permitted.
- Minimum of 15 years in project or facilities management.
- At least 5 years managing large facilities with an annual budget of ~$6 million and 600,000 sq ft.
- Experience in high-security environments and implementing RCM strategies.
- Proficiency with ERPS and knowledge of federal codes and standards.
- Strong leadership, communication, and stakeholder engagement skills.
