** As the Safety Management System Program Manager, you will develop, implement, and coordinate the airport’s Safety Management System (SMS) Plan with all Airports Authority departments and tenants. Manage the SMS program in compliance with FAA Part 139 requirements and provide safety training and guidance to employees and tenants. Your work will contribute directly to ensuring the safe operations of facilities and the safety and well-being of personnel and customers.
Safety Management System Program Manager    Serves in the Airport Operations Department at either Ronald Reagan Washington National Airport (DCA) or Washington Dulles International Airport (IAD).
Directly and through collaboration with Authority staff and contractors, formulates, establishes, enforces, and administers the airport’s SMS Plan. Provides safety management system policy and technical guidance to Airports Authority managers and employees and tenants. Performs related functions.
** GENERAL RESPONSIBILITIES
** Plans and coordinates details of the Airport SMS with all Airports Authority departments and tenants.

Maintains compliance with current edition of 14 CFR Part 139 and requirements outlined in FAA Advisory Circular AC 150/5200-37.Conducts research and performs analysis of hazards and associated risks; develops policies and procedures and implements processes in support of the airport’s SMS.Develops recommendations based upon data collected and findings; including experience, trends, and statistics of similar facilities; coordinates audits of the system to assess and ensure its effectiveness;

and reviews and updates the SMS elements and processes regularly.

Facilitates and conducts Safety Risk Assessments (SRA) of airport construction projects, special events, and proposes operational policy and procedure improvements.

Implements and manages a safety risk reporting system to gather information from a wide variety of sources including accident and incident reports, safety violation reports, and public and employee safety issue observation reports, Part 139 deviations. When necessary, develops accident/incident investigation reports to identify root causes and recommend corrective actions.

Coordinates safety promotion initiatives, including management of the SMS training program for employees and tenants, as well as ensuring safety communication through a comprehensive program to raise safety awareness in the airport community.

Tracks the implementation of safety recommendations and authorized actions following safety inspections, assessments, accidents or other means of hazard or risk identification; ensures corrective actions are timely enacted and deficiencies are mitigated or eliminated.

Prepares regular activity reports on the status of the Safety Management System; documents the outcome of accident investigations and safety inspections; presents results of safety assessments and investigations, recaps the safety training provided; and provides recommendations to improve airport safety. Participates in safety meetings in support of the airport’s management.

Develops, justifies, and administers the budget for the SMS program.

Performs other duties as assigned.
** QUALIFICATIONS
* * Six years of progressively responsible experience in safety, risk management
** and
* * a bachelor’s degree in any field.
** An equivalent combination of education and experience may be considered.
** Knowledge of workplace safety problems, airport airside hazards and risks, and ability to identify and minimize issues by conducting safety inspections of facilities and construction sites; manage implementation of safety measures; and advise management and staff on best safety practices and procedures.

Ability to prepare and present written reports.
