Job DescriptionPrimary responsibility for the cost, schedule and technical performance of programs and projects in support of the business area. Responsibilities include preparing proposals, business and program plans, and Statements of Work; managing profit/loss for assigned programs; interfacing with Integrated Program Team members and customer personnel to provide performance status and develop concepts/possible pursuits related to assigned program efforts.
Develop program concepts with the customer and secure funding. Establish and lead IPTs to develop execution plans, identify problems and alternatives, and implement approved solutions. Maintain awareness of objectives, plans, schedules, risks, issues, changes, and change-control, and monitor performance status. Proactively manage risks and changes and interface with customer and contractor personnel to maintain programmatic efforts.
Responsibilities- Provides oversight and coordination for the affairs of assigned programs.
- Supports in-process multi-year/multi-partner developmental programs under Navy contract.
- Performs broad analysis of future requirements or concepts of operations; communicates findings in written and presentation form.
- Interprets and administers policies to develop concepts of operations or working instructions to meet program objectives.
- Liaises with other program managers, customers, and senior leadership to support advanced planning and initiatives.
- Identifies business risks and implements measures to protect program targets and milestones.
- Reviews budget information and cost-benefit analyses on programs.
- Applies advanced problem-solving skills and may utilize leading-edge technologies or techniques.

Harris program management efforts across geographic locations for Shipboard Systems planning and execution in support of the U.S. Navy’s SSP. - Provide direction to Integrated Project Team members to ensure customer commitments are met and program assets are managed.
- Maintain strategic communications with the customer.
- Possess an active DoD security clearance (DoW Secret).
- Plan, execute, and control programs to meet scope, cost, schedule, and technical performance goals with profit/loss responsibility.
- Manage program objectives, plans, schedules, risks, issues, changes, and performance status.
- Assist in preparation of proposals and Business/Program plans.
- Work with IPTs to develop plans, assess alternatives, and implement solutions.
- Maintain vigilance in risk, issues, and changes management.
- Demonstrate interpersonal and communication skills with diverse teams and levels.
- Proficiency with Microsoft Office tools, including MS Project, Excel, and PowerPoint.
- Travel: 25%–30% (CONUS and OCONUS) is expected.
- Bachelor’s Degree with minimum 6 years of relevant experience;
Graduate Degree with minimum 4 years; technical degree preferred. - 4 years project management experience; 9 years total experience across all project phases.
- In lieu of a degree, minimum of 10 years of related experience.
- 4 years’ experience with Earned Value Management System (EVMS) concepts.
- Experience planning/executing complex, multi-partner developmental programs.
- Active DoD security clearance required; must meet eligibility for access to DoD classified information.
