Facilities Design & Construction Program Manager
OverviewArlington County seeks an innovative Program Manager to lead a team of 3‑4 professionals who oversee the design and construction of vertical capital projects in a highly urbanized environment. Projects range from new community centers and fire stations to upgrades and repairs of existing County support facilities and parking structures, with costs from $1 M to $150 M+.
Responsibilities- Oversee all aspects of facility project design and construction, ensuring feasibility, constructability, and adherence to codes, standards, and grant requirements.
- Proactively identify design and construction issues, provide technical guidance, interpret plans and codes, and advise on resolution of complex project challenges.
- Review project contracts and specifications, negotiate with consultants and contractors, and resolve conflicts to maintain quality and budget compliance.
- Analyze project schedules, identify potential impacts on costs, recommend adjustments of scope or funding, and ensure timely completion.
- Monitor construction quality and ensure compliance with design specifications, codes (local, state, federal, LEED), and applicable standards.
- Recommend process changes to improve productivity, reduce costs, and facilitate on‑time and on‑budget project delivery.
- Communicate and coordinate with stakeholders (architects, contractors, internal/external agencies), resolve issues, and facilitate project success.
- Manage a team of 3‑4 professionals, establishing staffing needs, assigning projects, setting priorities, evaluating performance, and providing mentorship and training.
- Develop and implement guidelines and standards for project scheduling, change order management, cost reporting, and overall project efficiency.
- Provide technical advice, progress updates, and budget and workload information to senior management.
- Bachelor’s degree in engineering, architecture, or a related field from an accredited college or university.
- Significant and progressively responsible experience in civil engineering/architecture, including design and construction of vertical capital projects, and project and contract management.
- Master’s degree in a related field.
- Hands‑on design of capital projects.
- Experience managing consultants, contractors, and professional staff on public capital projects.
- Experience with alternative project delivery methods such as Design Build, CMAR, and P3.
- Professional Engineer (PE) in Virginia or another state with reciprocity.
- Licensed Architect in Virginia or another state with reciprocity.
Driver’s license required. Arlington County must obtain a copy of the applicant’s official driving record. A pre‑employment criminal background check will be conducted.
Work HoursFlexible schedule:
Monday through Friday, 7:00 am–6:00 pm, with telework opportunities. Employees must be able to travel for local, state, and national events, including outside regular working hours.
