HDR is a multidisciplinary engineering, architecture, environmental and construction services firm dedicated to powering progress and innovation. The Due Diligence and Planning Program Manager will lead site selection, fatal flaw analysis, due diligence, and master planning projects for mission‑critical data centers and other large, advanced technology facilities.

Primary Responsibilities
  • Lead a due diligence and planning program with cross‑disciplinary teams to deliver site selection, fatal flaw analysis, due diligence, and master planning for technology facilities.
  • Develop and maintain program tools for governance, onboarding, forecasting, KPI tracking, resource allocation, and hiring.
  • Create program templates, tools, and collaboration sites for consistent program execution.
  • Direct project staff and act as program leader and/or project manager for site selection, due diligence, and master planning.
  • Collect, assimilate, and present data in reports; prepare planning documents, engineering plans, and specifications for major land‑development projects.
  • Lead client engagement and business‑development strategies for key industrial clients.
  • Maintain overall program accountability to clients, internal leadership, and project stakeholders.
  • Track and implement business‑management skills including proposal/fee development, resource and cost tracking, and QA/QC processes.
  • Travel up to 30% as required.
Preferred Qualifications
  • B.S. degree related to the position.
  • 10+ years of combined engineering or project management experience.
  • 2+ years of program management experience.
  • 5+ years of project management experience.
  • Significant land‑development experience.
  • Experience managing multidisciplinary projects including civil engineering, entitlements, utilities, environmental permitting, and subcontractor management.
  • Excellent writing and communication skills.
  • Ability to work independently and as part of a team.
  • Planning and budgeting experience.
  • Staff management, mentoring, and general leadership skills.
  • Strong internal business‑management skills.
Desired Qualifications
  • Experience developing programs.
  • Proven program‑management track record.
  • Proficiency with online collaboration tools (Microsoft Teams, Google Drive, Chime, Web Ex, Skype).
  • Certified project/program‑management professional, licensed professional engineer, or certified planner is strongly desired.
  • Current relationships with due‑diligence professionals (A/E firms, general contractors, developers).
Required Qualifications
  • Bachelor’s degree in Engineering, Construction Management, Planning, Sciences, Business Administration, or a closely related field.
  • Program‑management experience meeting one of the following criteria:
    • Minimum 3 years as a deputy program manager delivering programs with a cumulative capital value of $200 million or more.
    • Minimum 5 years as a project manager or project controls manager delivering programs with a capital value of $200 million or more.
    • Minimum 10 years as a project manager directing multidisciplinary teams for at least two projects with a capital value of $50 million or more.
  • Strong leadership skills and experience building cohesive team culture across locations.
  • Excellent communication skills, including presenting to client executives and large audiences.
  • Experience with alternative and collaborative delivery methods (design‑build, progressive design‑build, construction‑management at‑risk).
  • Familiarity with program‑management tools such as PMIS, CMIS, scheduling, cost control, document management, risk management, asset management, and dashboard analytics.

Benefits & Compensation

Competitive salary range: $150,000 – $200,000.
