Mission Quality Partners is seeking a Public Relations Manager II to support the Cybersecurityand Infrastructure Security Agency’s Sector Risk Management Engagement activities. This position will develop and coordinate strategic communications, stakeholder outreach, executive messaging, and engagement products supporting Sector Management leadership and Sector Risk Management Agencies. The successful candidate will translate complex critical infrastructure, cybersecurity, physical security, and operational risk information into clear, accurate, and audience-appropriate communications for government leaders, sector partners, and cross-sector stakeholders.
Key Responsibilities:- Develop and implement communication and stakeholder-engagement plans for sector specific and cross-sector initiatives.
- Create executive-level communications, including talking points, briefing decks,memoranda, summaries, fact sheets, white papers, and leadership correspondence.
- Develop outreach materials that communicate sector risks, priorities, interdependencies,mitigation strategies, and engagement outcomes.
- Coordinate messaging and communications with Sector Management leadership, Sector
Risk Management Agencies, and internal and external stakeholders. - Support the planning and execution of councils, working groups, stakeholder meetings,
and sector-focused engagements. - Prepare engagement packages containing agendas, pre-reads, briefing materials, logistics
information, and attendee communications. - Develop post-engagement summaries, action updates, stakeholder communications, and
follow-up materials. - Collect and analyze stakeholder feedback, participation trends, engagement outcomes,
and cross-sector observations. - Use engagement data to recommend improvements to messaging, outreach, and
stakeholder-participation strategies. - Research critical infrastructure, cybersecurity, physical security, sector risks, and
emerging issues to support accurate communications. - Coordinate with subject matter experts to verify technical information and ensure
communications accurately represent operational needs and risks. - Maintain editorial calendars, communication trackers, document-production logs, and
approval records. - Review all products for accuracy, clarity, consistency, tone, formatting, and alignment
with CISA and DHS standards. - Maintain version control and coordinate document reviews, revisions, approvals, and
final distribution. - Provide rapid-response communications support during urgent operational or national level
events. - Prepare time-sensitive briefing notes, coordination summaries, executive messaging, and
after-action communications. - Align sector communications with broader national-level coordination efforts and cross sector
frameworks. - Support additional public relations, communications, and stakeholder-engagement requirements as assigned.
Required Qualifications:
- Four to eight years of experience in public relations, strategic communications,
government affairs, stakeholder engagement, public affairs, or a related field. - Ability to obtain and maintain a favorable DHS Suitability/Fitness Determination.
- Demonstrated experience developing executive communications and stakeholder-facing materials.
- Strong writing, editing, proofreading, presentation, and verbal communication skills.
