Senior Joint Training Requirements Specialist, National Guard Bureau

Location:

National Capital Region (Arlington, Virginia area). Hybrid, with on-site presence at the National Guard Bureau and telework under a Government-approved arrangement. Clearance:
Active Secret Travel: 20 to 30 percent, CONUS
** Position based on contract award We are seeking a Senior Joint Training Requirements Specialist to serve as the senior technical authority on a nationally distributed team supporting the National Guard Bureau's Joint Doctrine, Training and Force Development Directorate (NGB-J37). You will be the person the National Guard Bureau calls when a Joint Training Plan needs to be right, when a state's mission essential task list needs rebuilding, or when the joint training database of record needs an advocate inside the Joint Staff.

You will also lead the Northeast region and serve as the alternate to the Program Manager.
This position is contingent upon contract award. Responsibilities

• Draft and consolidate Joint Training Plans for Joint Force Headquarters commanders and directors, and review subordinate organizations' plans for alignment with headquarters plans and schedules

• Review Joint Force Headquarters Joint Training Plans for doctrinal correctness against Chairman of the Joint Chiefs of Staff and National Guard Bureau guidance, and own the annual plan publication cycle

• Advise the National Guard Bureau Joint Staff on a revised Joint Mission Essential Task List selection process and help draft the commander's and director's initial training guidance

• Serve as the National Guard Bureau's user advocate for the joint training database of record: collect user feedback, submit formal change requests to the Joint Staff office of responsibility, and represent National Guard users at Joint Staff teleconferences and user group meetings

• Serve as User Group Lead, creating accounts and resolving account issues for National Guard organizations across the enterprise

• Develop and review Mission Training Assessments and Training Proficiency Assessments on the National Guard Bureau's thirty-day and quarterly review cycles

• Support Homeland Response Forces, CBRN Enhanced Response Force Packages, and Weapons of Mass Destruction Civil Support Teams in building subordinate mission essential task lists

• Design and lead training workshops for Joint Force Headquarters staffs on the Joint Training System, the joint training database of record, the Defense Readiness Reporting System, mission essential task list development, and the Joint Event Life Cycle, in both classified and unclassified environments

• Serve as an Observer, Controller, Trainer at exercises and training events, and deliver training observations to the training audience within five business days

• Support the Joint Event Life Cycle for major exercises: concept development, initial, mid and final planning meetings, master scenario events list scripting, and exercise plan development

• Create and present briefings to conferences and working groups on training transformation, joint operational framework readiness, and the DOTmLPF-P components

• Act for the company on contract matters when the Program Manager is absent

Required Qualifications

• Active Secret security clearance

• Ten years of experience in joint training

• Five years supporting a National Guard, Joint Staff, combatant command, or Service headquarters staff

• Expert knowledge of, and demonstrated experience with, the four phases of the Joint Training System: requirements, plans, execution, and assessment

• Demonstrated experience developing, drafting or reviewing Joint Training Plans

• Experience instructing or facilitating small group workshops at the senior leadership level

• Three years of expert-level use of the Joint Training Tool or the Joint Training Information Management System, to include the master scenario events list tool

• Experience conducting training on the Defense Readiness Reporting System and the Joint Lessons Learned Information System

• Working knowledge of Mission Training Assessments and Training Proficiency Assessments
