Position: Management Analyst.

Duties
Serving as a Management Analyst GS-0343-11/12 makes you a valuable member of the Federal Law Enforcement Training Centers (FLETC) team and mission. This position is located in the This position is located in the Core Training Operations Directorate (CTO) under the Office of the Associate Director for Training Ops (TOPS) and located in Artesia, New Mexico.
The primary purpose of this position is to serve as a Management Analyst and technical consultant for administrative and management analysis functions throughout the Core Training Operations Directorate.

Duties Include:

  • Conducting analysis of complex functions and work processes making recommendations for improvement in the effectiveness and efficiency of work operations.
  • Serving as a key advisor on staffing and resource allocation issues.
  • Advising in the preparation of programming and budgetary projections and the accomplishment of program formulation and execution for CTO headquarters and the subordinate training divisions.
  • Coordinating the preparation, review, and consolidation of annual and multi-year budget estimates for CTO into a consolidated budget request.
  • Developing recommendations for programming and budgetary adjustments to support unanticipated changes in program operations and/or funds that require approval of officials at higher echelons.

Specialized

Experience:

you qualify for the GS-12 grade level if you possess one year of specialized experience, equivalent to the GS-11 grade level in the Federal government, performing duties such as:
  • Conducting analysis of complex functions and work processes making recommendations for improvement in the effectiveness and efficiency of work operations;
    Serving as a key advisor on staffing and resource allocation issues;
    Raising and resolving questions on priority of proposals from operating elements and returns budget and/or justification documents for recommended revision;
    Making continuing administrative analysis of programs, activities, and special assignments through review of correspondence, reports, documents, e‑mail traffic, and attendance at meetings.
Substitution of education in lieu of specialized experience may not be used for this grade level.
You qualify at the GS-11 grade level if you possess one of the following:
  • One year of specialized experience, equivalent to the GS-09 grade level in Federal service, that demonstrates the ability to:
    Using qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of an assigned program;
    Applying analytical and evaluative methods and techniques in the development of new procedures and approaches to identify and resolve significant issues and problems of a unique nature;
    Executing budget processes and policies governing budget evaluation and execution and the ability to independently apply that knowledge to practical applications within
