This position is only open to Colorado state residents.
Job OverviewThis position provides professional technical expertise to DPA concerning the state’s purchasing and contract process, including drafting solicitations and statements of work, managing solicitation process, negotiating contracts, issuing purchase orders, reviewing terms and conditions, renewing and modifying contracts, and resolving vendor issues. The role primarily supports the Integrated Document Solutions (IDS) program and may support other divisions as necessary.
Responsibilities- Negotiate contracts, financing agreements, and leases; negotiate terms and conditions; issue purchase orders for goods and services.
- Ensure language approved by necessary contract approvers.
- Apply State Fiscal Rules and the Colorado Procurement Code.
- Manage from initial negotiation through final draft and execution of contracts.
- Ensure timely renewals of contracts and purchase orders.
- Work with Contract Managers to apply remedies when a contractor fails to perform.
- Serve as a purchasing agent for solicitations (RFP, DQ, IFB, ITN, RFI) and assist program managers in developing Statements of Work and specifications.
- Posting and managing solicitations, running evaluations, and creating awards.
- Interpret contract terms for managers and contractors as needed.
- Ensure divisions comply with fiscal and procurement rules.
- Perform contract audits as needed and keep contract data current in CMS and state financial systems.
- Provide timely contract expiration reports.
- Attend meetings such as Procurement Advisory Council and other training meetings.
- At least six (6) years of relevant experience in procurement, including purchasing, contract development, negotiation, and management.
- OR a combination of related education and/or experience equal to at least six (6) years.
- Previous state service related to the work assigned to the position.
- Experience with print operation procurements/contracts.
- Ability to interpret and explain policies and procedures.
- Highly organized and detail-oriented.
- Experience in public purchasing.
- Knowledge of the Colorado Fiscal Rules, Procurement Code, and Procurement Rules.
- A pre-employment criminal background check will be conducted.
- Travel as needed to attend trainings.
