Position: Utility Estimator - Water & Sewer (Residential)

Why We Need You

We are seeking a proactive and detail-oriented Residential Wet Utilities Estimator to join our growing team. In this role, you will be responsible for preparing accurate and timely cost estimates for residential water, sewer, and storm drain projects using Heavy Bid. Your ability to analyze project specifications, evaluate site conditions, and coordinate with internal teams and vendors will play a vital role in helping us win work, maintain profitability, and deliver exceptional results.

This is a field-oriented, client-facing role that blends hands-on project knowledge with estimating precision.

Your Regular Responsibilities Field Investigation & Utility Assessment
  • Locate and identify existing water and sanitary sewer service lines using locating equipment and utility maps.
  • Perform camera inspections and assess condition, material type, and depth of utility infrastructure.
  • Determine repair vs. replacement needs based on field findings.
  • Document site conditions with field notes, diagrams, and media to support estimating and construction planning.
  • Work with the resident or responsible party to gain access or explain the inspection process.
Estimate Preparation
  • Develop accurate cost estimates for residential wet utility projects using HCSS Heavy Bid and internal data sources.
  • Prepare detailed takeoffs and cost breakdowns for labor, materials, equipment, subcontractors, and risk allowances.
  • Solicit and compare vendor and subcontractor pricing; select optimal options aligned with project needs.
  • Incorporate field findings into estimates and align with project plans, specifications, and permit requirements.
  • Coordinate with operations to validate productivity rates, constructability, and site‑specific logistics.
  • Identify opportunities for cost savings and value engineering based on site conditions and available methods.
Bid Management
  • Coordinate and submit complete bid packages, ensuring accurate pricing and required documentation.
  • Maintain organized bid records, tracking submitted proposals, addenda, and revisions.
  • Support preliminary budgeting and conceptual estimates for potential or fast‑turnaround projects.
  • Follow up with customer to finalize the sale, and answer questions regarding repair or replacement, as necessary.
  • Work with the office to secure payment/deposit.
Post Award Activities
  • Participate in project handoff meetings to communicate estimate assumptions and clarify scope.
  • Follow up with the client to ensure that delivery met their expectations.
  • Secure any remaining account balance.
Your Team for Collaboration & Support

You’ll report directly to the Chief Estimator, or designee, and work closely with the operations teams to ensure effective project handoff. You will collaborate with vendors, suppliers, and subcontractors to gather pricing information and ensure the accuracy of estimates.

Success in this role means consistently providing accurate and competitive estimates that win projects while maintaining profitability. Your ability to collaborate with the project team and communicate clearly with subcontractors and suppliers will help ensure project success. Your efforts will directly contribute to our company’s ability to secure new business and maintain strong client relationships.

Technical Requirements
  • 3+ years of experience in utility estimating, inspection, or related construction roles.
  • Working knowledge of residential water and sewer systems, including construction methods and permitting.
  • Proficiency in HCSS Heavy Bid, Bluebeam, and Microsoft Office.
  • Experience with sewer camera equipment, utility locating tools, and field documentation.
  • Strong communication skills, with the ability to work independently and interface with internal teams and external stakeholders.
  • Valid driver's license and ability to travel to project sites regularly.
