General Statement Of Duties

The Deputy Controller is responsible for assisting the Department Controller in managing accounting operations, financial reporting, building and maintaining compliance functions to ensure accuracy and accountability. This position analyzes complex accounting matters, makes high level decisions and manages accounting functions to support effective stewardship of resources for the Colorado Judicial Department.

  • Assists the Department Controller in all accounting functions and oversees the Accounting Unit in the Controller’s absence to ensure continuity of operations and alignment with the Department’s mission, vision, and values.
  • Oversees and ensures timely and accurate processing of accounting transactions in compliance with generally accepted accounting principles (GAAP), government accounting standard board (GASB) pronouncements, Judicial Branch Fiscal Rules, statutory requirements, and other authoritative guidance.
  • May prepare, review, and approve financial transactions, including disbursements, receipts and deposits, journal entries, and intra-governmental transfers.
  • Develops, updates, and improves fiscal rules, processes, and procedures to ensure compliance with GAAP, GASB pronouncements, state statutes, and other regulatory requirements while enhancing operational efficiency and effectiveness.
  • Supervises and manages staff by planning, scheduling, and assigning work; establishing goals and priorities; recruiting for vacant positions; conducting performance evaluations; and providing training, coaching, and timely feedback to direct and indirect reports.
  • Provides oversight and technical support for the implementation and maintenance of judicial systems with financial and accounting impacts, ensuring data accuracy and proper integration with the judicial financial system and other applicable systems..
  • Oversees and monitors customer service requests directed to the Accounting Unit, ensuring accurate guidance and timely responses,
  • Leads and assists in the preparation of quarterly and year-end financial reports, grant reporting, exhibits, account analyses, reconciliations, and adjustments to ensure accuracy and compliance with accounting standards.
  • Designs and delivers training for external and internal stakeholders, including judicial districts and Accounting Unit staff; assesses training needs, develops materials, selects appropriate delivery methods, researches issues, and provides effective solutions.
  • Coordinates and responds to audit requests from internal and external auditors, including the Judicial Internal Audit, Office of the State Auditor, external auditors, and federal agencies; provides documentation, reviews and evaluates processes and recommendations, and implements corrective actions as required.
  • Attends meetings and completes training as required.
  • Performs other duties as assigned.

Work requires managing and monitoring work performance by directing multiple groups of employees across more than one business function within an organization unit, including making final decisions on hiring and disciplinary actions, evaluating program/work objectives and effectiveness, and realigning work and staffing assignments, as needed. The work performed by majority of employees is complex.

Education and Experience Equivalency: Graduation from an accredited college or university with a bachelor’s degree in accounting or related field which must have included the completion of at least 18 semester hours of accounting or finance courses.

Experience:

At least five (5) years of work-related experience in accounting, finance, or auditing, including two (2) years in a lead or supervisory capacity.
