Position: REGIONAL PLANNING ANALYST with Security Clearance
Duties The primary purpose of this position is:
To serve as the Civil Air Patrol - United States Air Force (CAP-USAF) regional program manager assigned to analyze, validate performance, assign and approve missions, assess risk and risk management program, and ensure continued operational viability and existence of CAP wings and compliance with the Congressionally mandated Cooperative Agreement (CA) that supports CAP activities. DUTIES:
* Analyzes, identifies, and manages CAP program risk.
* Serves as the primary USAF representative to Civil Air Patrol Wings.
* Operates assigned/required aircraft in support of CAP-USAF duties
* Plans, forecasts and manages the utilization of CAP Reserve Assistance Program (CAPRAP) personnel. Requirements Conditions of employment

* Medical Examination/Physical:
This position requires a physical/medical examination. The physical requirement of this position as determined by the manager is:
Passing the evaluation results of the aviation class 2 physical.
* Must possess and be able to maintain a FAA Medical Certificate Second Class or better.
* Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
* Operations and exercises routinely require incumbent to work outside in all kinds of terrain and weather conditions.
* Grants management training and technical expertise is highly desired
* Must be able to obtain and maintain a Secret security clearance Qualifications CONDITIONS OF EMPLOYMENT (cont'd)
* The incumbent is required to meet and maintain CAP-USAF requirement to pilot general aviation aircraft on a recurring and regular basis, in support of the CAP-USAF mission. Must possess and maintain proper qualifications to exercise the privileges for at least a Federal Aviation Administration (FAA) Commercial Pilot certificate with airplane single engine land (ASEL) and Instrument Airplane ratings. Loss of flying status, if not correctable within one year, results in incumbent no longer meeting the conditions for employment in this position.

* The incumbent is required to meet and maintain a National Agency Background Check, to include FBI background checks and clearances. CAP-USAF personnel will be in regular contact with CAP youth; in accordance with public law, a criminal background check must be completed.
* This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
* Knowledge of AFNORTH Search and Rescue (SAR), Defense Support to Civil Authorities (DSCA) and Homeland Security (HLS) missions and their integration in order to guide CAP units on mission planning, execution and support is highly desired.
* The duties of this position meets all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,") In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management, Series, 0301.
