Duties
* Operates one or more types of government owned heavy equipment to excavate, backfill, grade, or level earth to rough specifications on such projects as breaking new ground for trails, roads, airfields, or other construction sites.
* Utilizes trained safety practices and procedures following established safety rules and regulations.
* Performs snow and ice removal operations on major roads, parking lots, helipad, and sidewalks in accordance with approved 1 SBD Snow and Ice Plan.
* Maintains, repairs, and constructs flexible roads, pavements, parking areas, airdromes, bike paths, or similar surfaces of asphalt and drainage systems associated with asphalt surfaces.
* Maintains, repairs, and constructs rigid pavements or similar cement and concrete surfaces. Performs grounds maintenance to trees, shrubs, plants, flowers and lawns, taking into consideration the individual needs and/or characteristics. Requirements Conditions of employment

All federal employees are required to have direct deposit. Emergency overtime and serving in "On-Call" status may be required
* The work will require the employee to drive a government owned motor vehicle to and from various locations on the installation to perform duties that are required on installation
* An appropriate, valid state driver's license plus (CDL) will be required for the position to perform duties outside of the boundaries of the installation
* The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays. May be required to train and/or guide lower grade employees
* Hand, foot, and eye coordination, good depth perception and a high degree of concentration are required in handling and manipulating these controls to perform the work of this position
* This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Must be able to obtain and maintain a secret security clearance
* Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available. This is a Mission Essential (ME) position performing a Mission Critical Function (MCF)
* which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs
* This position requires a physical/medical examination. The physical requirements of this position as determined by the manager are:
* Heavy physical effort is used by the operator in constantly reaching, bending, turning, and moving hands, arms, feet, and legs to handle different sets of controls to operate the equipment and attachments.
* Considerable strain is caused by the constant vibration of the equipment and the jerking and jolting from operating over rough surfaces. Work becomes increasingly strenuous because of the larger type of equipment handled and the requirement
* for more frequent adjustments under adverse operating conditions. The employee frequently lifts, carries, and handles items weighing up to 40 pounds. When performing cement work
* employee is frequently required to perform heavy lifting up to 100 pounds. Exerts considerable physical effort while using pickax or air hammer to remove damaged pavement Qualifications Condition of Employment Continued:
Work requires frequent stooping, stretching, bending, kneeling, and working in tiring, uncomfortable positions for long periods. When performing underground inspects there is a considerable amount of climbing wet rocky areas on a steep incline. In addition, work involves frequent movement and maneuvering of large, heavy equipment using hoists, holders, and pulleys, attaching and disconnecting tow bars, as required. Engineering equipment operating work is performed without direct supervision.
This position is emergency essential (E-E). The incumbent must meet all requirements of E-Expositions and may be required, as a condition of employment, to take a series of vaccinations and annual boosters to immunize against anthrax and other diseases. During a crisis, the incumbent or designated alternate must continue to perform the E-E duties until relieved by proper authority. The same will be required to take part in readiness exercises.
This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an E-E position and requires that the incumbent or designated alternate to be removed from any military recall status.
