Position Summary

This position serves as a Staff Authority in the management, application, and utilization of principles and standards pertaining to many of the Home and Community Based Services (HCBS) benefits administered by the Department. The role supports Department goals by collaborating with the Colorado Department of Public Health and Environment, providers, case management agencies, and other stakeholders. Responsibilities include monitoring and evaluating services for deficiencies and compliance requirements;

collaborating with stakeholders to improve the health outcomes of clients; providing support for case management requests and processing. The position also assesses and provides leadership recommendations on current and future benefit policies to meet the Department’s expectations for a high level of efficiency, economy, and quality of care. It is required to attend off‑site meetings, facilitate meetings with stakeholders and providers, attend off‑site trainings, and present HCBS information at various conferences.

The position provides training and technical assistance to providers, case managers, clients, and other stakeholders regarding HCBS benefits. The role administers, oversees, and provides recommendations on many policies and services within Home and Community Based Services waivers, including service redesign, expansion, benefit analysis, contract management, and program evaluation.

Key Responsibilities
  • Develop, implement, evaluate, and revise HCBS benefit policies, procedures, and service standards to ensure compliance with federal and state regulations and support high‑quality, cost‑effective service delivery.
  • Monitor and evaluate HCBS benefit administration, provider performance, and program compliance; identify risks, deficiencies, and opportunities for quality improvement.
  • Collaborate with state agencies, providers, case management agencies, and other stakeholders to improve program effectiveness, strengthen community integration, and support positive client outcomes.
  • Provide policy interpretation, technical assistance, consultation, and guidance to providers, case managers, leadership, and stakeholders regarding HCBS regulations, policies, and operational requirements.
  • Design, develop, and deliver training programs, educational materials, guidance documents, and presentations to providers, stakeholders, and community partners.
  • Conduct policy research, benefit analysis, and legislative review to assess fiscal, operational, and programmatic impacts and develop recommendations for leadership.
