Duties
* Provides position classification services to assigned organizations.
* Provides position management advisory service in dealing with difficult, complex and often controversial position management issues.
* Participates in special initiatives, studies, trainings and projects.

EXPERIENCE:
Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes providing timely and effective civilian position classification and position management advisory services to assigned organization FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS:
Merit promotion applicants must meet applicable time-in
-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
NOTE:
Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE,
SKILLS AND ABILITIES
(KSAs):
Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the full range of Federal classification and position management principles, concepts, practices and techniques and of the basic relationships of the various HR disciplines.
2. Ability to perform in-depth research, gather facts, and use extensive and effective analytical and evaluative methods to accurately assess information and make sound decisions involving complex position management problems.
3. Ability to maintain effective relationships with management officials, supervisors, employees, co-workers and others, to ensure cooperative resolutions of problems and provide effective coordination of activities.
4. Ability to express ideas and concepts in reports and briefings, ensuring understanding and acceptance of findings.
5. Ability to be professional, tactful, and diplomatic to maintain harmonious relations with managers, supervisors, employees, co-workers and others, to ensure cooperative resolution of conflicts, and to provide effective coordination and activities.
6. Knowledge of software programs to produce a wide range of documents and to edit and reformat electronic drafts and to update and revise existing databases or spreadsheets. PART-TIME OR UNPAID
