Duties
* Serves as a COCOM Human Resource Advisor performing staff assistant and management advisory services.
* Provides position management advisory services in dealing with difficult, complex, and often-controversial position management issues.
* Provides position classification services to NORAD and USNORTHCOM assigned organizations.
* Advises management officials and supervisors regarding the commands' multiple appraisal programs, systems, cycles, and monetary/non-monetary awards programs impacting every civilian employee within NOARD & USNORTHCOM and subordinate activities.
* Prepares and delivers written reports and oral presentations, e.g., briefings, training sessions, consultations, orientations, and discussions with command leadership, supervisors, customers, and co-workers and conducts or leads conferences as representative of the command. * A Secret clearance is required for this position. The employee is required to obtain and maintain a Secret clearance as a condition of employment.

* YA002 = Eligible for situational telework only, including Ad hoc, Emergency, or OPM prescribed "Unscheduled" Telework. This eligibility is separate and distinct from the employee's eligibility.
* A civilian employee's telework arrangement may be terminated at the discretion of the supervisor or at the employee's request.
* This IS a TERM position NTE 36 months. Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Position, 0201 series. SPECIALIZED
EXPERIENCE:
Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes providing knowledge of a wide range of federal Human Resources (HR) laws, rules, executive orders, case-law, regulations, policies, directives, instructions, and concepts governing HR functions such as merit promotion, recruitment and placement, staffing, classification, position management, affirmative employment, and employee performance management.
Applying knowledge and skill of human resources management automated information systems and database management to extract, organize, sort, and display a final product in an easily understandable format. Using knowledge of the full range of classification and position management principles, concepts, practices, and techniques, and of the relationships of other HR specialties to classification;
Knowledge of automated Civilian Personnel Management System tools, including associated Civilian Data Systems. Performing in-depth research, gathering facts, and using extensive and effective analytical and evaluative methods to accurately assess information and make sound decisions involving complex recruitment and placement problems. Performing analytical and critical thinking skills to conduct reviews of critical factors and essential data elements of analysis. Communicating effectively, orally and in writing using correct grammar, spelling, punctuation, capitalization, and format to accurately prepare and edit written correspondence, reports, and present oral reports.
