Description
Science Applications International Corporation is seeking an experienced Program Manager to oversee and manage critical technology initiatives for a federal law enforcement agency. The ideal candidate will have a strong background in law enforcement, information technology, project management, and a deep understanding of the unique challenges and requirements within the federal law enforcement domain.
Job Responsibilities- Strategic Planning:
Develop and execute comprehensive strategies aligned with the goals and objectives of federal law enforcement agencies. - Project Management:
Lead complex projects from initiation to completion, ensuring adherence to timelines, budgets, and quality standards. - Stakeholder Engagement:
Collaborate with federal law enforcement agency leaders and key stakeholders to understand their needs and facilitate effective communication throughout project life cycles. - Risk Management:
Identify, assess, and mitigate risks associated with projects, ensuring security and compliance requirements are met. - Resource Management:
Manage project teams, including internal and external resources, to optimize project outcomes and ensure efficient resource allocation. - Technology Evaluation:
Stay up to date with emerging technologies and industry trends, advising on the adoption of new tools and systems to enhance operational efficiency. - Compliance and Security:
Ensure that all solutions and initiatives comply with federal regulations and security standards, safeguarding sensitive data and maintaining confidentiality. - Quality Assurance:
Implement best practices and quality control measures to deliver high‑quality solutions that meet the specific needs of federal law enforcement agencies. - Reporting:
Prepare and present regular progress reports, status updates, and performance metrics to agency leadership and other stakeholders.
- Bachelor’s degree in information technology, criminal justice, or related field and 18 years of experience, or a Master's and 16.
- Proven experience (10+ years) working law enforcement operations and technologies.
- Proven experience (10+ years) managing complex programs within federal law enforcement environments.
- Strong understanding of federal regulations and security protocols.
- Exceptional leadership, communication, and interpersonal skills.
- Demonstrated ability to manage cross‑functional teams and foster collaboration.
- Excellent problem‑solving and decision‑making capabilities.
- Ability to adapt quickly, work in a challenging and fast‑paced environment with a team, as well as individually is a must.
- Strong analytical and strategic thinking abilities.
- Knowledge of government procurement processes.
- Working knowledge of:
Microservice architecture, Cloud services, Java‑based web applications using a modern frameworks such as Spring Boot, Angular or React, SQL databases. - Experience with data analytics.
- Skills and knowledge utilizing Windows, Microsoft Office Suite and the Atlassian suite (Jira, Confluence) of tools is a must.
Note:
This job description is a general outline of the responsibilities and qualifications required for the position of Program Manager supporting federal law enforcement. Additional duties and responsibilities may be assigned as needed.
- Project Management Professional (PMP) Certification a plus.
- Certified Scrum Master (CSM) Certification a plus.
- Prior experience as a developer or a data analyst is a plus for the job.
- Tech background.
- Managing projects in a hybrid cloud environment.
- Clearance – Ability to obtain and hold a public trust position and favorable suitability based on a CBP Background Investigation.
- Citizenship – Must be a US Citizen.
- Location – Hybrid with on‑site (Ashburn, VA) visits 2 days per week and if a mission need. All candidates must be within the GWA/commutable area.
Target salary range: $160,001 - $200,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
