Position Overview

We are seeking a highly skilled and experienced Spectrum Manager with a strong background in tactical communication spectrum management. The ideal candidate will have the ability to engineer, design, and execute spectrum management activities for tactical communications systems, demonstrating proficiency in overseeing the entire lifecycle of medium-to-large systems. The Spectrum Manager should possess specialized knowledge and experience in spectrum management within the law enforcement environment, with a proven track record of generating, tracking, and reporting spectrum allocation effectively.

Responsibilities
  • Provide spectrum management support and processing for all CBP component communications, surveillance, and tracking requirements.
  • Conduct daily review and processing of NTIA Spectrum Agendas to protect CBP records and allocation from possible interference or unauthorized use from outside agencies.
  • Create, monitor, and track proposals to renew frequency assignments that are due for 5-year review in the calendar year.
  • Participate in the work associated with providing spectrum for the Project Entrance and Evaluation Process (PEEP) and CBP's Tactical Communication service request process and Top Ten List.
  • Participate in the Spectrum Record Consolidation requiring a compilation of state-by-state spectrum records, verifying use, equipment and grid location. Gather information to request the combination of records in the NTIA Database.
  • Participate in and work issues associated with the analysis and impact of FCC spectrum auctions, international treaties, and spectrum band management on CBP spectrum dependent wireless systems.
  • Participate in and work issues associated with DHS Joint Wireless Program Management Office (JWPMO) wireless program efforts. This includes frequency planning, coordination, reuse, National level processing, and documentation, interference analysis, and intermodulation studies.
  • Utilize radio propagation and analysis tools and databases currently used by CBP Spectrum Management. These include Annex I, GMF, El Cid, Spectrum XXI, IMP Calc, ICS Map Server, and HTZ Warfare.
  • Participate in and work issues associated with NTIA’s Interdepartmental Radio Advisory Committee (IRAC), its Subcommittees, and related ad hoc groups.
  • Conduct review and analysis of Federal Special Temporary Authority (STA) requests received from other Federal Departments.
  • Participate in and work issues associated with CBP participation in Presidential, Congressional, and Federal Departmental Spectrum initiatives.
  • Participate in and work issues associated with interoperability initiatives with federal, state, and local law enforcement and emergency response activities.
  • Performs intermodulation studies, propagation analysis and studies, spectrum mining and licensing, regulatory activities (provide input into standards bodies committees), spectrum analysis, develop coverage plots, perform interference analysis and resolution assistance, international regulation coordination for sites along the border.
  • CBP Liaison to DHS Spectrum Interdepartmental Radio Advisory Committee.
  • Review and prepare equipment certification in the Electronic Location Certification Information Database (EL-CID) to include maintaining an active part in the Spectrum Planning Subcommittee (SPS) to evaluate if new potential equipment is properly allocated for CBP use.
