What will you be doing?

Reporting to executive leadership, the Facility Security Officer (FSO) will serve as the authoritative lead for all facility, personnel, and contract security matters for Corp Ten International, a Domo Tactical Communications subsidiary. Based on‑site in Ashburn, Virginia, the FSO will be responsible for managing Foreign Ownership, Control, or Influence (FOCI) compliance in support of a Special Security Agreement (SSA) and the cleared companies operating under the SSA, including the management of multiple cleared companies and operations under a new SSA.

This role includes direct responsibility for the management, execution, and sustainment of the approved SSA and Affiliate Operating Plan (AOP), with close coordination with the Defense Counterintelligence and Security Agency (DCSA) and the Government Security Committee (GSC) to ensure continued eligibility for classified work.

Key Responsibilities Include
  • Serve as the primary point of contact with DCSA for all facility security, compliance, and FOCI‑related matters, including leading assessments, audits, and corrective action planning
  • Manage and maintain the Facility Clearance (FCL) in compliance with NISPOM (32 CFR Part 117), including SF‑328 filings, Section 847 supplier risk requirements, and DD‑254 safeguarding procedures
  • Own and administer the Special Security Agreement (SSA) and Affiliate Operating Plan (AOP) in coordination with the GSC, ensuring strict adherence to approved mitigation measures and required separation controls
  • Monitor, document, and report changes impacting FOCI status in NISS/DISS, including governance, ownership, foreign relationships, and business operations, and coordinate TCP/ECP reporting and certifications
  • Advise executive leadership and make recommendations to the GSC on FOCI risk, compliance boundaries, and permissible business activities
  • Administer personnel security functions, including clearance processing, indoctrinations, debriefings, visit authorizations, training, and insider threat program oversight
  • Conduct self‑inspections with explicit coverage of FOCI controls and mitigation effectiveness, applying best practices from SSA and FSO oversight
About You

The ideal candidate is a seasoned security professional who thrives in highly regulated environments and understands the critical importance of precision, documentation, and compliance. They are comfortable operating independently, managing complex security structures, and serving as a trusted advisor to senior leadership on sensitive FOCI and classified matters. This role requires exceptional attention to detail, strong organizational discipline, and the ability to balance operational realities with strict regulatory requirements.

The successful candidate will bring credibility with government security officials, confidence in decision‑making, and a firm commitment to protecting national security interests.

To be successful in this role, you’ll ideally have:
  • An active Top‑Secret clearance (SCI eligibility preferred)
  • Prior experience as an FSO or Assistant FSO at a cleared defense contractor
  • Strong working knowledge of NISPOM, DCSA inspection processes, and FOCI reporting requirements
  • Hands‑on experience managing SSAs, AOPs, and multiple cleared entities
  • Proficiency with DISS, eApp, and related personnel security systems
  • The ability to operate independently, exercise sound judgment, and enforce compliance standards
  • Ability to travel to the Washington State office as required, with travel up to approximately 20%
