Description of Work

Position will serve as lead project roadway/structure inspector supporting engineers in the administration of highway construction in the Weaverville Resident Engineer's Office, of Division 13.

  • Monitors contractor's daily operations and performs and/or reviews test reports to ensure that all work and materials conform to specifications, plans, and contractual provisions.
  • Performs contract administration duties such as pay record entry/review, material received reports, certified payroll, haul tickets, as‑constructed plans, and monthly estimates.
  • Manages and trains lower‑level technicians including Department employees and contract construction inspectors.
  • Resolves daily constructability issues and troubleshoots problems to mitigate delays to contractor's progress.
  • Monitors utility relocation efforts by inspecting and tracking relocation work.
  • Anticipates contractual problems and advises the supervisor of the need for plan revisions, supplemental agreements, or other contract adjustments to improve safety, timely delivery and/or quality of delivered product.
  • Monitors contractor's operations to ensure compliance with subcontract agreements and with the contract DBE requirements.
  • Ensures compliance with NC Sedimentation and Pollution Control Act, and that all work performed in permitted areas is done in accordance with the permits.
  • Effectively communicates and coordinates work with contractors, subcontractors, utility owners, and property owners to minimize delays and disturbances while maximizing the progress of the projects.

  • Ability to establish and maintain positive lines of communication between other technicians, engineers, contractors, and the public.
  • Effectively communicates in a clear, concise, organized, and persuasive manner, both orally and in writing.
  • Ability to make independent decisions using sound engineering judgement.
  • Works safely in an outside environment with exposure to hazards on construction sites, including heights, highway traffic, weather extremes, and traversing rough terrain in evaluating highway construction.
  • Perform moderate physical activity including but not limited to walking, climbing, balancing, kneeling, and standing.
  • Must be able to lift 50 lbs.
  • Knowledge and skill in the use of Microsoft Office products such as Word, Excel, and Outlook.
  • Experience with iPads/tablets and Shareplus/SharePoint.
  • Must be able to work nights and weekends as required with fluctuating hours greater than 50 hours a week, for any assigned project within the Division.
  • Must apply safety philosophy and program to all operations.
  • Steel safety toe shoes required.
Knowledge,

Skills and Abilities

/ Management Preferences
  • Knowledge in understanding, interpreting, and analyzing contracts, plans, standards, and specifications associated with highway construction projects including both roadways and structures.
  • Experience in performing inspection, sampling, and testing of materials (concrete, asphalt density) to ensure compliance with NCDOT specifications.
  • Experience planning, developing, scheduling, tracking, and completing projects independently or with limited supervision.
  • General knowledge of surveying.
  • Working knowledge of computer equipment (iPads, desktops), software (HiCams and SharePoint) and mathematical functions.
Minimum Education and Experience

Associate's degree in Civil Engineering Technology, Survey Technology or assigned discipline from an appropriately accredited institution and three (3) years of progressive technician level experience; or an equivalent combination of education and experience.

Salary

Grade NC11 – $45,431.00 – $79,504.00
