Description of Work The Materials and Tests Unit (M&T) is responsible for establishing acceptance criteria for materials and manufactured products to be incorporated into the North Carolina highway system and ensuring that these materials and manufactured products meet these criteria and will function as intended.

The Materials and Test unit is actively recruiting a Section Material Technician (SMT) (Engineering Technician III) to work in the Divisions 10 geographical boundary. Each one of the Materials and Tests Unit’s SMTs are responsible for sampling, testing, and inspecting materials on highway construction projects throughout the assigned Division in order to assure that they meet prescribed standards and specifications. This position is also responsible for performing assessments of producer/contractor technicians to ensure that they are performing quality control and acceptance testing properly according to prescribed standards and specifications.

It provides instruction in the Department’s certification programs.

The selected applicants for these positions must be able to sample and test asphalt, aggregate, concrete and soils materials used in highway construction is helpful. Preference will be given to applicants with knowledge and experience with HiCAMS database.

Must have the ability to safely navigate hazardous work situations at highway construction projects and material/product stockpiles while following established in-house safety procedures.

Must be able to legally operate a state vehicle.

This position requires extensive travel – including overnights on occasion.

Applicants that possess the following are encouraged to apply:

Certifications (List) o Concrete Field Tech (ACI/NCDOT)
Must be able to legally operate a state vehicle

Extensive knowledge of HiCAMS and Vendor programs used by the Department.

Ability to lift 80 pounds and traverse uneven and rough terrain; make fine visual distinctions in measurements and test results.

Ability to safely navigate hazardous work situations at project sites while following established in-house safety procedures.

/Management Preferences Salary Grade and Salary Range: NC 11 $ 45,431 - $79,504

Management prefers applicants with the following:

Demonstrated ability to assess testing proficiency of technicians to ensure compliance with established testing methods.

Experience evaluating and reviewing inspectors’ reports related to compliance with specifications.

Experience working in close quarters with restricted movement, climbing bridge substructures, and/or working over water or over and around high volumes of traffic.

Demonstrated ability to effectively communicate with DOT staff, Contractors, and Industry Partners.

Experience using computers and various computer software on a regular basis.
