General Description

ODOT’s Transportation Civil Engineering (TCE) Program offers engineering college graduates a great opportunity to begin, or continue, their career in the civil engineering field. The TCE Program provides a thorough introduction to the department’s core engineering disciplines with hands‑on training in all concentrations of civil engineering. ODOT engineers develop traffic models, environmental mitigation documents, and create construction plans for upcoming roadway, bridge, culvert, safety, drainage, and other projects.

ODOT engineers are in the field overseeing projects being constructed. Whether it is a simple roadway resurfacing or the construction of a new bridge, ODOT engineers make sure contractors follow specifications so all projects are properly built. ODOT engineers develop simple and complex traffic management designs, manage the motor vehicle fleet, and oversee winter operations—a critical function for keeping Ohio’s economy moving forward.

TCEs will be provided with 12 months’ experience & training with a Professional Engineer in the department’s core engineering disciplines:
Planning, Design, and Construction. Training opportunities include GEOPAK Bentley Open Roads Designer (ORD), Surveying/CADD, Project Manager Training, Bridges, Safety, and hundreds of other options. Upon successful completion of the 12‑month TCE Program & passing the Fundamentals of Engineering exam, TCEs can advance to the next level of the Engineering series.

In Construction
  • Inspect standard projects (e.g., bridge overlays, culvert replacements) to ensure contractor compliance with plans, notes & guidelines.
  • Verify calculations, check quantities, estimate costs, and approve use of contingencies.
  • Maintain project records; perform surveying functions; identify necessary engineering changes.
  • Perform materials testing assignments (e.g., test durability of specific mixes for bituminous concrete, evaluate newly-marketed construction materials).
In Engineering
  • Utilize engineering standards, references, policies, and guidance to develop detailed construction plans in areas such as roadway, pavement, drainage, structures, pedestrian facilities, signing, lighting, and maintenance.
  • Perform work in CADD and other software, including Open Roads Designer (ORD), Project Wise, the Microsoft Office Suite, CDSS, HY‑8, Ellis, Kronos, EIMS, and other specialty tools as assigned.
  • Coordinate construction plans and details under the direction of project management staff with planning, construction, and external stakeholders.
  • Perform field reviews, review existing documentation and plans to obtain existing conditions for design of proposed conditions.
  • Review other sections’ work product for conformance with proposed construction plans.
In Planning

Analyze traffic and safety conditions and develop proposed countermeasures for any identified issues or concerns. Review signs, pavement markings, and traffic signals for compliance with applicable manuals and standards and make recommendations to improve traffic conditions. Conduct safety and operational studies on priority locations and upon request from ODOT management, local stakeholders, and the public. Review new requests for access to state highways for safety and operational requirements.
