Description
General Responsibilities: Serves as a key member of the Human Resource team overseeing Licensure and supporting the department with Generalist responsibilities. Core responsibilities include serving as a liaison between the Virginia Department of Education (VDOE) and Hanover County Public Schools;
Analyzing and pre-approving license eligibility for prospective administrative/instructional/clinical services applicants;
Assisting employees with licensure applications, changes, updates and renewals;
Coordinating a Student Teacher Mentor program while fostering positive relationships with colleges and universities.
- Evaluates new applications for teacher licensure and certification requirements. Processes applications to DOE for professional licenses.
- Consistently analyzes VDOE policies, guidelines, and incentives to recruit and retain qualified personnel.
- Trains school building advisors on the recertification process. Evaluates and processes renewal records for licensed personnel.
- Communicates with teachers and instructional and central office administrators and provides advice and guidance on licensure matters, to include: the process to add endorsements, DOE evaluations, changes in State licensure regulations, state and federal legislation and compliance.
- Provides written and oral communication, including public speaking, in front of large audiences in order to communicate licensure regulations and processes.
- Serves as liaison, through meetings and correspondence, with State Department of Education regarding licensure, changing regulations, recertification.
- Analyzes and interprets federal legislation and develops plans to educate, evaluate and inform HCPS personnel of requirements as it relates to licensure for licensed or professional personnel to ensure compliance. Determines impact of changes on personnel.
- Assesses certification needs of teachers; coordinates with HCPS personnel and universities to plan and develop training opportunities for teachers for recertification or alternative licensure. Communicates these opportunities to licensed personnel.
- Develops reports pertaining to all licensed personnel and compliance with licensure regulations.
- Works with Professional Development Team on training for new standards, ie. CPR, Dyslexia, etc.
- Responsible for Student Teacher Mentor Coordination.
- Works with School Administrators, colleges for placement of student teachers.
- Seeks and follows up on feedback from Student Teachers
- Oversees HR budget and processes invoices for payment.
- Responsible for creating and maintaining reference site, ensuring employees have access to accurate and timely information.
- Assists with New Hire Orientation processing new employees’ information.

Knowledge, Skills and Abilities: Demonstrated ability to analyze, interpret, and apply state licensure regulations, rules, and guidelines in specific licensure issues. Demonstrated ability to perform work independently and assume responsibility without direct or continuous supervision. Demonstrated ability to apply logical sequences to the analysis and resolution of licensure issues, communicating/explaining issues and results to others. Excellent communication skills, interpersonal skills, ethics, and cultural awareness.
Ability to effectively communicate in front of a group of professionals. Resourceful, problem-solving aptitude and comprehensive knowledge of HR procedures, policies, federal laws and regulations. Meticulous attention to detail. Advanced knowledge of MS Office, HRIS systems, and comfortable learning new technical systems as needed.
Education and Experience:
Required: 2-3 years of Human Resource experience with a desire to learn and grow within the HR field as it relates to K-12 education.
Preferred: Bachelor’s degree. Experience in a Virginia K-12 setting. Knowledge of Virginia State Licensure regulations, legislation, rules and guidelines strongly preferred. A comparable amount of training and experience may be substituted for the minimum qualifications.
