Hanover County is seeking an energetic, innovative, and team-oriented leader to serve as our Executive Director of the Community Services Board. In collaboration with local schools, law enforcement, social services, and other community partners, we connect residents to the right care and resources to help them live satisfying and productive lives within their communities.

As Executive Director, you will lead a dedicated team of professionals across three departmental divisions:
Behavioral Health & Wellness, Developmental Services and Business Operations. In this role, the successful incumbent will provide direct supervision to four team members, while providing oversight for an agency comprised of 153 full-time equivalent positions. The Executive Director will ensure the delivery of exceptional care in an effective, efficient, and responsive manner to individuals, families, and community stakeholders.

General Description:

This is an executive level professional position. The incumbent is a Department Head and performs difficult and complex tasks to lead and manage the delivery of Mental Health, Developmental Disabilities and Substance Use Disorder services.

Organization:
The Executive Director reports to the Hanover Community Services Board and to the Hanover County Deputy County Administrator. The incumbent directly supervises three Division Directors, Quality Assurance Manager and indirectly supervises over one hundred fifty employees.

Essential Functions:
  • Interprets, defines, and communicates Department goals, objectives and priorities.
  • Ensures the establishment and maintenance of effective operating policies and procedures.
  • Maintains effective communication with the Board, the State, and the County.
  • Supervises employees, performing related human resources functions and completing necessary paperwork.
  • Maintains cooperative relationships with other public and private agencies and organizations.
  • Develops, submits and ensures implementation of budgets as required by the Board, the State and/or the County.
  • Provides orientation, training and appropriate information and administrative coordination to the Board.
  • Ensures that the department meets the highest standards in behavioral health, developmental services and employment services (i.e. accreditation and best practices)
  • Performs related work as required to sustain effective and efficient operations.

Knowledge, Skills and Abilities:

Requires a demonstrated ability to develop and manage Mental Health, Developmental Disabilities and Substance Use Disorder programs. Must have extensive knowledge of human resources and fiscal management. Must demonstrate skills in Resources Development, Intergovernmental and Community Relations. Ability to work effectively with others, required. Must be able to communicate effectively – both orally and in writing. Computer Literacy preferred.

Education, Experience and Training:
Master’s degree in a field related to human services with at least ten (10) years of related work experience, preferably in the management of community based mental health/substance use disorder/developmental disabilities services and at least three (3) years of progressive supervisory/administrative experience required;
Experience directing large agency operations desired – OR – Any equivalent combination of education, experience and/or training sufficient to demonstrate the knowledge, skills and abilities is acceptable.
