The Chief Executive Officer (CEO) of the Community Care Ambulance Network (CCAN) serves as the senior executive leader of the organization and is accountable for its overall strategic direction, operational performance, financial stewardship, and administrative management. The CEO reports directly to the Board of Directors and is responsible for achieving organizational goals, ensuring high-quality patient care, maintaining financial sustainability, and fostering productive relationships with CCAN's two owner health systems.
As a jointly owned organization, CCAN operates as a distinct corporate entity under the governance of a Board of Directors composed of representatives from both owner health systems. The CEO serves as the primary executive interface between the organization and its owners while protecting the independent operational integrity of CCAN and its mission to deliver exceptional emergency and non-emergency medical transportation services across the communities it serves.
The CEO reports directly to the Board of Directors of CCAN. The Board is composed of designated representatives from CCAN's two owner health systems and exercises fiduciary and strategic oversight of the organization. The CEO is accountable to the Board for all aspects of organizational performance, financial health, clinical quality, and regulatory compliance. The CEO provides governance support to the Board by preparing accurate, timely, and complete reports and recommendations, by advancing Board-approved strategic priorities, and by maintaining transparent, consistent communication between the organization and its owner health systems.

The CEO is responsible for developing and executing a comprehensive strategic plan that advances CCAN's mission, serves community healthcare needs, and aligns with the priorities of the Board and both owner health systems. The CEO translates strategic direction into actionable organizational goals and ensures all divisions are aligned toward achieving those goals.
- Develop and implement an organizational strategic plan in alignment with Board direction and owner health system priorities.
- Serve as the primary liaison between CCAN and its two owner health systems, fostering alignment while protecting the independent operational integrity of the organization.
- Identify and evaluate opportunities for service expansion, innovation, technology adoption, and strategic partnerships that advance CCAN's mission.
- Ensure CCAN's service model aligns with regional healthcare delivery trends, community needs, and emerging mobile integrated health and community paramedicine programs.
- Monitor industry trends, regulatory changes, and competitive dynamics; advise the Board on strategic risks and opportunities accordingly.
- Represent CCAN in regional, state, and national EMS leadership forums and professional associations.
The CEO provides executive oversight of all CCAN operations, establishing performance standards, accountability mechanisms, and a culture of operational excellence. The CEO ensures that CCAN delivers safe, reliable, and patient-centered service across all response zones and service lines.
