Main Purpose of JobThe main purpose of this full-time position is the inspection of State funeral establishments, which is a mandated function of the Board, Annotated code of Maryland, Title 7 Mortician’s Act, 7-205(8) and Title
5. There are more than 300 funeral home establishments in Maryland, and many are opened, closed, or sold annually. The Health Occupations Investigator will report inspection outcomes to the Establishments Committee. This position will also review and prepare detailed comprehensive reports on findings of all assigned investigations. The ability to utilize Microsoft Office and create reports is a critical component to this position.
The Health Occupations Investigator examines consumer complaints as they pertain to funeral home establishments/operations, presents facts to the Complaint Chair and Committee, and maintains a detailed Complaint Log.
The Health Occupations Investigator will also report inspection outcomes to the Establishment Committee Chair and Committee members, and coordinate inspection approval letters to be sent to licensees. The Health Occupations Investigator also does random audits of preneed accounts in order to protect consumer funds.
Additionally, This Position Requires- Knowledge of investigative techniques, evidence collection, interviewing methods, and report writing.
- Excellent written and verbal communication skills, including the ability to prepare detailed investigative reports and present findings.
- Strong analytical, organizational, and problem-solving skills, including the ability to evaluate complex regulatory issues.
- Ability to establish and maintain effective working relationships with licensees, government agencies, law enforcement, attorneys, and the public.
- Knowledge of funeral service, mortuary science, healthcare regulation, or professional licensure.
Experience:
Six years of experience conducting criminal investigations, including the preparation of analyses and reports for use in legal proceedings.
- Candidates may substitute the possession of a Bachelor's degree in the field of criminal justice, criminology, law enforcement or an allied health field (such as nursing, pharmacy, psychology, social work, nutrition, dietetics, speech pathology, audiology) from an accredited college or university and two years of experience conducting criminal investigations, including the preparation of analyses and reports for use in legal proceedings for the required experience.
- Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Investigator, Police and Intelligence Specialist classifications or Investigator, Police and Intelligence specialty codes in the criminal investigation field of work on a year-for-year basis for the required experience.
Preferred Qualifications
- Experience conducting regulatory inspections, compliance audits, or investigations for a government agency or professional licensing board.
- Experience interpreting and applying Maryland statutes, regulations, and administrative procedures.
- Experience preparing detailed investigative reports and presenting findings.
- Experience working independently, managing multiple priorities, and meeting statutory or regulatory deadlines.
- Proficiency with Microsoft Office Suite and electronic case management systems.
- Experience testifying in administrative hearings or legal proceedings.
