Position Summary: Performs professional duties for the water and electric utilities related to water and power portfolios, raw water and hydroelectric work group support and management, capital infrastructure programs, long‑range planning, engineering, and operations consistent with the organization’s values and mission statement. Confers with City Management, Directors, Attorneys, Federal, state, and local governments & stakeholders, and other staff to resolve major operating and administrative issues relating to the operation of the water and electric utilities.

May assume responsibilities of the Director during periods of absence.

Supervision Exercised and Received: Position works under the direct supervision of the Director of Utilities. Exercises direct supervision over the Water Resources and Hydroelectric Supervisor, and Geographic Information Systems (GIS) Specialist.

Essential Job Functions

Provides technical engineering, scientific expertise, advocacy, and project management support for projects at various phases of planning, design, and implementation. This position requires a strong understanding of Colorado water rights administration, water demands and uses, hydrology, and an understanding of the City’s and Department’s policies and strategic plan.

Management/Operations
  • Manages energy and water collection, including oversight of the hydroelectric plants, raw water system, and relevant standards, specifications, and codes.
  • Examines programs, procedures and infrastructure for effectiveness and reports findings and recommendations. Prepares, reviews, and presents staff reports including those for City Council meetings.
  • Provides staff subject matter expert input and support to the City Land Planning and Permitting functions, Drought program, source water protection, water and energy supply forecasting and budgeting, and Integrated Water Resources Plan (IWRP) implementation.
  • Manages team effectively to coordinate system repairs, maintenance, and other development or capital project‑driven requests.
