Job Summary
This position will provide technical expertise and support to city-wide IT users, IT management and staff in security planning, risk assessments, implementation, and operational aspects of appropriate information security procedures and products. In addition, this position will participate in the evaluation, development, and implementation of city-wide security standards, procedures, and guidelines for multiple platforms and diverse system environments (e.g. distributed, client server systems, e-applications & building network security).
This highly skilled technical position will report to the Telecommunications Manager and is mainly responsible, as a key technical resource, for the development, testing, implementation, deployment, repairs and problem-solver for all automated city-wide security systems. This position is Mid-level and can exercise some degree of independence and autonomy in accomplishing the direction(s) for technical security systems and development within the city with the assistance of MIS management if needed.

This position is sensitive in nature and requires an extensive pre-employment screening and clearance through the City of Miramar Police Department. Duties and responsibilities of this position will be in the Police department.
- Experience in configuring, installation, and support of Information Security hardware and software.
- Experience in managing VPNs & secure networks.
- Experience in managing networks and security with Checkpoint software, Intrusion Detection Software (IDS) and Symantec Systems Administration including operating system upgrades to remain current with security patches.
- Analyzes, installs, tests, debugs, tunes, maintains, documents and supports the requirements, development and implementation of security systems and all related hardware/software. This includes, but is not limited to, all city owned servers, personal computers, voice/data networking and automated building security systems & functions.
- Analyzes and evaluates factors of computerized security hardware and software to solve business related issues.
- Investigates and recommends appropriate corrective actions for information security incidents and is knowledgeable in forensic investigations, data recovery/encryption & the handling of digital evidence.
- Reviews the development, testing & implementation of security plans, products, and control techniques.
- Researches and implements security related equipment modifications that include upgrades, new releases, fixes, and programs.
- Investigate, identify, report and resolve relevant security software and hardware issues and/or problems for all End-Users and Departments.
- Experience in enterprise security and protection from outside penetration through email & the Internet.
- Supports MIS personnel that have less technical experience in security.
- Monitor and report on security breaches & violations.
- Attend Project Review meetings with staff, vendors and/or outside consultants.
- Develops implements and maintains standard procedures for setup and restoration of all security systems.
- Evaluates, installs, tests, debugs, implements and maintains application software and related software products from a security operational perspective including web-content filtering.
- Ensures reliability, availability and serviceability to all security systems related to hardware & software.
- Trains End-Users and subordinate staff members to use new and/or modified hardware and/or software as related to security systems.
- Revises End-User security training manuals.
- Previous hands-on experience in setting up firewall rules & access control lists.
- Investigates & implements security upgrade options.
- Stays abreast of emerging security to plan for the future.
- Serves as a liaison, technical resource and internal consultant to other departments in solving security issues with the assistance of his/her direct supervisor.
- Works with other staff members and/or outside vendors to develop and maintain tools for compiling security usage statistics.
- Assists the department with Budget preparations when necessary.
- Interacts and communicates daily with the immediate supervisor, manager, staff and other City personnel to understand complete project plans that are related to security.
- Provides end-user security technical support and technical security direction as required.
- Operates a variety of equipment such as personal computers, printers, network servers, modems, calculators, hand-held calculators, copier, fax, telephone, wireless devices etc.
- Helps to develop communications and actively promotes related campaigns for information security awareness among all staff.
