Position: Public Works (Engineering) Inspector

Public Works (Engineering) Inspector

Salary Range: $6,153.20 - $7,479.26/mo.

The Public Works Department is recruiting an experienced inspector to oversee and ensure the quality and compliance of our capital projects. The role supports both public works and private development projects, focusing on road construction, drainage, wastewater facilities, parks, sidewalks, bike paths, bridges, and related infrastructure.

Responsibilities
  • Maintain detailed records of project progress, material usage, and compliance with plans and specifications.
  • Conduct on‑site inspections to verify adherence to approved plans, specifications, federal/state requirements, and special conditions.
  • Perform safety inspections and enforce traffic control procedures.
  • Assist the Capital Projects Engineer in evaluating contractor claims for additional payment, time extensions, and design changes.
  • Participate in meetings with contractors, developers, and engineers to coordinate efforts and resolve disputes.
  • Explain codes, safety procedures, and project requirements to stakeholders.
  • Review third‑party sampling and testing reports for soils, concrete, and asphalt.
  • Conduct routine construction surveys and document “As Built” plans.
  • Verify contractor payment requests, measure quantities, and prepare payment certificates.
  • Inspect erosion control measures and post‑construction structural controls for compliance with SWPPP and MS4 Permit.
  • Inspect wastewater treatment systems to ensure compliance with OWTS Local Area Management Plan.
  • Investigate drainage complaints and determine city responsibility.
  • Confirm project completion and initiate bond releases for public improvements.
  • Assist in review of encroachment permits and conduct related inspections.
  • Perform constructability reviews and trench inspections in compliance with city ordinances.
  • Provide USA markings for storm drains, sewers, and traffic signals.
  • Enforce municipal codes related to infrastructure maintenance and right of way protection.
  • Schedule meetings with developers, engineers, and community members to discuss project issues.
  • Perform additional inspections and duties as assigned.
Typical Qualifications
  • High School Diploma or GED.
  • Two (2) years of progressive experience inspecting, constructing, or managing public works infrastructure; or equivalent education and experience.
  • Demonstrated knowledge and skills required for the role.
Knowledge, Skills, and Abilities
  • Construction methods and inspection techniques for roads, sewers, drains, grading, septic systems, landscaping, irrigation, and building remodeling.
  • Contract administration practices, scheduling, change order processing, and progress payment.
  • Basic construction scheduling and civil engineering principles applied to public works.
  • Regulatory standards governing public works installation and subdivision.
  • Construction mathematics, computer proficiency, and materials testing methods.
  • Construction survey practices and grade evaluation.
  • Contract law, regulatory priorities, and enforcement actions.
  • Prevailing wage compliance.
Physical Requirements

Work may require standing, walking, handling tools, reaching, climbing ladders or scaffolding, and occasional lifting of up to 50 pounds. Adequate vision and the ability to work in varying weather and environmental conditions are necessary.
