JOB SUMMARY

This position is responsible for the interpretation and enforcement of adopted codes and related rules and regulations, specifically the International Property Maintenance Code.

MAJOR DUTIES

Patrols and inspects the city to monitor for violations of local codes and ordinances related to property maintenance, building, and zoning codes. Responds to requests for information and complaints regarding potential code violations relating to signage, building occupancy, nuisance, housing conditions, construction, construction noise, dumping, clearing, and/or similar property maintenance issues or other code-related matters. Meets with owners, tenants, contractors, developers, business owners, and others to review, interpret, and explain code requirements, violations, and potential violations to secure code compliance.

Conducts field investigations of potential violations; compares facts with code requirements; makes findings; issues warnings, correction notices, or citations to ensure compliance and safety. Maintains thorough and accurate documentation related to enforcement activities. Reviews cases for and attends administrative adjudication sessions as required; prepares detailed reports of activities, investigations, and case reports for court action and testifies in court as directed.

Assists the Chief Building Inspector in obtaining, enhancing, preparing, or presenting exhibits or other evidence in court as required; testifies as needed. Coordinates efforts with Police and Fire departments as needed. Drafts and distributes correspondence, memoranda, notices, flyers, brochures, media releases, and reports related to code enforcement issues and actions. Engages in activities designed to ensure professional development, awareness of developments in the field, and knowledge of relevant practices, rules, laws, policies, and/or guidelines.

Performs other duties as assigned.

MINIMUM QUALIFICATIONS

18 years or older. High School Diploma, GED and/or equivalent work experience. Valid Driver’s license. Sufficient experience usually associated with the completion of an apprenticeship/internship or having had a similar position for one to two years. Possession of or ability to readily obtain Property Maintenance Inspector certification from the International Code Council.

KNOWLEDGE REQUIRED BY THE POSITION

Knowledge of the International Property Maintenance Code and other city-adopted codes and ordinances. Knowledge of code inspection principles and practices. Knowledge of appeals policies and procedures. Knowledge of the streets and geography of the city. Knowledge of computers and job-related software programs. Skill in conducting site inspections, gathering evidence, and preparing documentation. Skill in interpersonal communication. Skill in interpreting codes accurately and effectively.

Skill in verbal and written communication. Skill in developing and maintaining effective working relationships.

PHYSICAL DEMANDS/ WORK ENVIRONMENT

The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, stooping, crouching, or walking. The employee occasionally lifts light and heavy objects, climbs ladders, uses tools or equipment requiring a high degree of dexterity distinguishes between shades of color, and utilizes the sense of smell. The work is typically performed in an office and outdoors, occasionally in cold or inclement weather.

The employee is exposed to noise, dust, dirt, and grease. Work requires the use of protective devices such as masks, goggles, gloves, etc. Physical strength, ability, and mobility to perform all essential job functions with or without accommodation. Must be willing to work overtime, non-standard work hours, holidays, shifts, and weekends as necessary. Must be willing to be on-call.
