Position: Road Construction Supervisor #2339

The position will be responsible for assisting in the planning process and various technical engineering elements concerning the design and construction of public infrastructure projects and will assist the Road Construction Manager. This position is to manage inspections of construction projects to ensure conformance with approved plans and specifications.

Guidelines include Federal and State Regulations, County Code of Ordinances, construction specifications and Georgia Department of Transportation Regulations. The guidelines are relatively clear and specific but may require some interpretation. The work is made difficult because of the need to effectively communicate regulations and compliance issues to contractors, developers and engineers.

Work is performed mostly outdoors and occasionally in cold or inclement weather. The work exposes employee to dust, dirt, wooded areas, machinery and its moving parts. Work requires use of protective devices, such as hard hats and gloves.

Physical demands include intermittent sitting, standing, walking, stooping, crouching, bending and climbing up and down manholes. Work requires occasional lifting of both light (0-24 pounds) and heavy (more than 25 pounds) objects and working with various tools, such as engineering tools (transit, level chain, etc.) and hand tools that require a high degree of manual dexterity (hammer, wooden stakes, tape measures, etc).

Contacts are typically with contractors, engineers, developers, utility companies and co‑workers.

NATURE AND SCOPE

The purpose of this position is to provide planning and oversight of infrastructure construction of Columbia County projects to ensure conformity with contract documents, approved project plans and specifications and to inform contractors of non‑compliance of County, State or Federal regulations or specifications.

Guidelines include the use of the Manual of Uniform Traffic Control Devices (MUTCD), vehicle traffic laws and ordinances, Georgia Traffic Law Manual, Street Design and Traffic Control, Columbia County Construction Specifications, Georgia Department of Transportation Specification Manual, and Georgia Department of Transportation Standards and Details. These guides require considerable interpretation.

Work involves varied duties requiring many difficult and unrelated processes and methods being applied to building, road and infrastructure construction, which requires a substantial depth of analysis. The work is further complicated by the rapid growth of the County, vandalism, diversity of operations, geographic locations of the County and the uncertainty surrounding long range planning. Work may include DOT and Federal involvement with contracts in which they have funding or authority.

Contacts are usually with contractors, consultants, Georgia Department of Transportation Officials, elected officials (County Commissioners), general public, utility companies, coworkers, representatives of various organizations and/or companies and employees of other state and/or county public works departments. Contacts are generally to give or exchange ideas, resolve problems, provide guidance to the inspection team, as required.

PRINCIPLE

ACCOUNTABILITIES
  • Participates in planning stages of projects to ensure that contracts are complete by providing quantities of materials, determining possible conflicts on job sites, and ensuring construction plans are complete.
  • Performs construction management for transportation infrastructure improvements ensuring that construction techniques comply with contractual specifications and both county and state requirements, that construction progresses in a timely manner, and provide solutions that arise during constructions. This would include providing inspection, supervision and engineering support for publicly funded construction projects performed by general contractors. This construction includes but is not limited to, road construction projects, installation of water distribution, intersection improvements including installation of traffic signals and storm sewer systems to include detention ponds and storm water management outlet structures.
  • Confer with contractors, developers, engineers, and the general public about project compliance pertaining to County codes, specifications and regulations.
  • Develop solutions to resolve any problems or concerns that may arise.
  • Processes citizen requests for assistance and problem resolution with roadway construction projects.
  • Reviews and works with plans, contracts, and specifications of Sales Tax projects, General Obligation Bond and GDOT funded projects.
  • Monitors soil and erosion control for all road projects. NPDES permits require fieldwork including sampling storm water, runoff, monitoring of construction techniques, erosion control devices, maintenance scheduling, and monitoring and reporting necessary maintenance procedures.
