Purpose of Job

The purpose of this job is to support implementation of the County’s Lead Hazard Reduction Capacity Building Program through coordination and oversight of lead-safe rehabilitation, contractor engagement, inspection coordination, and compliance monitoring activities. This position assists with building local contractor capacity, coordinating rehabilitation and remediation activities, supporting compliance with lead-safe work practices, monitoring project progress, and ensuring adherence to applicable HUD, EPA, state, and local regulations.

This position works closely with contractors, inspectors, program staff, and community partners to support safe and effective lead hazard reduction activities throughout Athens-Clarke County.

This position is 100% grant funded.

Job Related Requirements

Work Schedule: Monday through Friday 8:00 am to 5:00 pm.

Position eligible for hybrid remote work after completion of probationary period.

May be required to work on religious holidays.

May be required to attend evening or weekend meetings and trainings, community meetings and/or outreach events.

Regular and predictable attendance is required.

Must work cooperatively with others.

When requirements include vehicle operation, responsible for the safety, readiness and operation of the vehicle and must abide by ACCGov safe driving policy.

Site visits to residential properties and construction locations required.

Bachelor’s degree in Construction Management, Housing Development, Civil Engineering, Public Administration, Environmental Health, Community Development, Building Sciences, or related field with two (2) years of experience in housing rehabilitation, construction coordination, lead hazard control, environmental health, property inspections, contractor management, or related field required; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this position.

Must possess current lead hazard-related certifications including EPA Renovation, Repair and Painting (RRP), Lead Inspector, Risk Assessor, Lead Supervisor, or related certifications, or the ability to obtain required certifications within 120 days of hire.

Must possess a valid driver’s license.

Coordinates and monitors lead-safe residential rehabilitation and hazard reduction activities for participating properties.

Assists with development of scopes of work, project schedules, cost estimates, and contractor coordination activities.

Coordinates communication between contractors, inspectors, residents, and program staff throughout project implementation.

Monitors contractor performance and compliance with lead-safe work practices, HUD regulations, EPA requirements, and applicable state and local regulations.

Participates in project inspections, site visits, desk monitoring, and documentation review activities.

Assists with identifying, recruiting, and supporting local contractors interested in lead-safe work and certification opportunities.

Coordinates contractor and workforce development training opportunities related to lead-safe practices and rehabilitation activities.

Maintains records related to contractor compliance, inspections, rehabilitation progress, procurement activities, and project expenditures.
