The purpose of this job is to perform administrative/supervisory functions associated with planning, coordinating, and supervising public utility projects. Duties and responsibilities include, but are not limited to, ensuring that water and sewer utilities are installed according to Athens-Clarke County specifications, acting as project manager on assigned capital projects, monitoring the capacity of public utility lines, providing oversight to GIS functions of PUD, coordinating on-call design engineers & on-call contractors, providing information to the public regarding the availability of public utilities, maintaining records, supervising assigned staff, and performing additional tasks as assigned.

Work Schedule:

Monday - Friday, 8 am - 5 pm. May be required to work on religious holidays. Regular and predictable attendance is required. Must work cooperatively with others. When requirements include vehicle operation, responsible for the safety, readiness and operation of the vehicle and must abide by ACC's safe driving policy.

• Bachelor's Degree in Civil Engineering, with five years of experience in a utility engineering capacity with exposure to field construction activities required; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
• Three years of supervisory experience is required.
• Must possess a valid driver's license.
• Certification as an Engineer-in-Training (EIT) preferred.
• Professional Engineer (PE) preferred.

• Supervises and evaluates assigned staff, handles employee concerns, directs work assignments, counsels and disciplines employees when necessary, and completes employee performance appraisals.
• Reviews water and sewer construction plans for compliance with Athens-Clarke County standards.
• Evaluates potential water and sewer line capabilities; makes appropriate recommendations.
• Plans, designs, supervises, and reviews public utility construction projects; coordinates field surveys.
• Provides public policy information to the public.
• Plans and supervises GIS mapping of public utilities lines; reviews final plats and makes recommendations.
• Plans, coordinates, and reviews the installation of utility lines; serves as Project Engineer for public utilities additions and improvements.
• Tracks work progress and performs final inspection of contracted public utility projects; estimates materials and job costs; develops and maintains specifications and bid documents.
• Coordinates the acquisition of rights-of-way and easements; coordinates and reviews the construction of buildings.
• Receives and/or prepares reports, correspondence, forms, charts, and other documentation; maintains records; performs clerical duties as appropriate.
• Answers the telephone; provides information and guidance; returns calls as necessary.
• Responds to routine requests for information from officials, employees, the public, or other individuals.
• Performs other related duties as required.

• Knowledge of the principles, practices, and procedures of the Unified Government of Athens-Clarke County and the operations and functions of the Public Utilities Department.
• Knowledge of the practices, policies, and procedures as necessary in the completion of daily responsibilities.
• Knowledge of the development and administration of engineering operations and staff plans/objectives for the expedience and effectiveness of the specific duties of the position.
• Knowledge of all applicable laws, ordinances, policies, standards, and regulations pertaining to the specific duties and responsibilities of the job.
• Knowledge of and proficient with computers; knowledge of scheduling and planning principles of construction; knowledge of civil engineering principles and practices, land surveying, and methods used to formulate, evaluate, and administer public utilities construction projects.
• Knowledge of water and sewer materials, appurtenances and costs.
• Ability to develop and administer policies, procedures, plans, and activities and to monitor the performance of subordinates against measured goals.
• Ability to develop and implement short and long-term goals for the department to promote effectiveness and efficiency.
• Ability to keep informed of changes in policy, methods, operations, budgetary and equipment needs as they pertain to departmental operations and activities.
