The purpose of this job is to perform administrative/supervisory functions associated with planning, coordinating, and supervising public utility projects. Duties and responsibilities include, but are not limited to, insures that water and sewer utilities are installed according to Athens-Clarke County specifications, functions as project manager on assigned capital projects, monitors the capacity of public utility lines, provides oversight to GIS functions of PUD, on-call design engineers & on-call contractors;

provides information to the public regarding the availability of public utilities, maintains records, supervises assigned staff, and performs additional tasks as assigned.

Work Schedule:

Monday
- Friday, 8 am - 5 pm.

May be required to work on religious holidays.

Regular and predictable attendance is required.

Must work cooperatively with others.

When requirements include vehicle operation, responsible for the safety, readiness and operation of the vehicle and must abide by ACC's safe driving policy.

Minimum Training & Experience Required to Perform Essential Job Functions

Bachelor's Degree in Civil Engineering, with five years of experience in a utility engineering capacity with exposure to field construction activities required; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Three years of supervisory experience is required.

Must possess a valid driver's license.

Certification as an Engineer-in-Training (EIT) preferred.

Professional Engineer (PE) preferred.

Essential Duties, Responsibilities

Supervises and evaluates assigned staff, handles all employee concerns, directs work assignments, counsels and disciplines employees when necessary, and completes employee performance appraisals. Reviews water and sewer construction plans for compliance with Athens-Clarke County standards.

Evaluates potential water and sewer line capabilities; makes appropriate recommendations.

Plans, designs, supervises, and reviews public utility construction projects.

Coordinates field surveys.

Provides public policy information to the public.

Plans and supervises the G.I.S. mapping of public utilities lines.

Reviews final plats; makes recommendations.

Plans, coordinates, and reviews the installation of utility lines.

Serves as Project Engineer for public utilities additions and improvements.

Tracks work progress and performs final inspection of contracted public utility projects.

Estimates materials and job costs to complete public utility projects.

Develops and maintains specifications and bid documents.

Coordinates the acquisition of rights-of-way and easements.

Coordinates and reviews the construction of buildings.

Receives and/or prepares reports, correspondence, forms, charts, and other documentation; reviews, processes, and/or forwards as appropriate; maintains records; performs other clerical duties.

Answers the telephone; provides information, advice, and guidance; takes and relays messages and/or directs calls to appropriate personnel; returns calls as necessary.

Responds to routine requests for information from officials, employees, members of the staff, the public, or other individuals.

Performs other related duties as required.

Skills and Abilities

Knowledge of the principles, practices, and procedures of the Unified Government of Athens-Clarke County and the operations and functions of the Public Utilities Department.

Knowledge of the practices, policies, and procedures as necessary in the completion of daily responsibilities.

Knowledge of the development and administration of engineering operations and staff plans/objectives for the expedience and effectiveness of the specific duties of the position.

Knowledge of all applicable laws, ordinances, policies, standards, and regulations pertaining to the specific duties and responsibilities of the job.
