Position Summary

This Business Operations Professional serves as a strategic business partner to the Institute, providing comprehensive financial management of organizational accounts through a deep understanding of the Institute’s mission, operations, and the specific business needs of our divisions. The role applies advanced knowledge of financial accounting and public budgeting within the context of higher education and public service to support sound decision‑making and operational effectiveness.

Responsibilities
  • Act as an internal consultant on fiscal affairs, financial management, and budget strategy; advise faculty, staff, and leadership on budgeting, budget management, and financial planning.
  • Monitor personal services and operating expenditures in relation to budgets and actuals; oversee sub‑awards, contracts, and outsourced services.
  • Ensure all transactions comply with Institute of Government guidelines, University policies, and Board of Regents policies; lead the development and production of complex financial reports.
  • Maintain accurate financial data and records in internal systems (Quick Books, People Soft, etc.) to support transparency and informed decision‑making.
  • Conduct regular financial analysis and reporting; reconcile accounts against university records.
  • Provide professional oversight of fiscal affairs, reinforce best practices, and serve as trusted advisor regarding financial operations and account management.
Duties (Percentage of Time)
  • Awards Management – 35%:
    Management and review of proposals, budgets, contracts, subcontracts, invoices, and grants; analysis and preparation of reporting; assistance with amendments; other related duties as assigned.
  • Fiscal Affairs – 35%:
    Management, reconciliation, and reporting of fiscal transactions in Quick Books; preparation of journal vouchers, payroll, budget journals; management of accounts receivable; other related duties as assigned.
  • Client Relations – 20%:
    Develop and maintain positive working relationships; provide guidance and support to internal stakeholders.
  • Professional Development & Education – 5%:
    Seek continuous training to enhance knowledge of higher education fiscal affairs and improve efficiency.
  • Cross‑Training & Work Team Support – 5%:
    Engage in cross‑training with other business operations professionals and staff.
Knowledge, Skills, Abilities & Competencies
  • Strong working knowledge of People Soft, Quick Books, Excel, Word.
  • Ability to work well with others.
  • Ability to work without supervision on projects.
  • Ability to interpret UGA financial reports.
  • Provide and grasp the value of quality customer service.
Physical Demands
  • Lift up to 20 pounds.
  • Work on a computer for long periods.
  • Maneuver between four buildings located on site.
Minimum Qualifications
  • Bachelor’s degree in a related field or equivalent and 2 years of professional experience.
Preferred Qualifications
  • Advanced knowledge of financial accounting and public budgeting within higher education and public service.
  • Experience with Quick Books and other financial management systems.
  • Understanding of federal, state, and local procurement and award management processes.
  • Demonstrated ability to prepare and analyze complex financial reports.
  • Experience advising senior leadership on financial matters.
