Minimum Qualifications

Bachelor’s degree in a related field or equivalent plus 10 years of professional experience to include 3 years of supervisory experience

Preferred Qualifications

Knowledge of UGA technology platforms, services, policies, and procedures. Experience working within a large, complex multi-stakeholder environment such as a large public university. Experience partnering with central IT, facilities and enterprise service units. Demonstrated ability to identify operational risks and effectively communicate recommendations to leadership.

Position Summary

The Institute of Government Operations Manager is responsible for managing the IT (network and desktop) and facilities needs across all locations in Athens, Atlanta, UGA Gwinnett, and for employees working from off-site locations. The role requires a collaborative leader with technical expertise to manage and optimize IT and facilities operations in support of the Institute’s mission and day‑to‑day activities.

Responsibilities
Operational Efficiency
  • Ensure IT systems and physical facilities run smoothly and meet organization needs.
  • Develop and implement support processes and procedures.
  • Assess and recommend improvements to systems, tools, and workflows.
  • Support tools and technology solutions; create and publish support materials and documentation.
Security and Compliance
  • Maintain robust IT security measures and ensure compliance with health, safety, and environmental regulations.
  • Escalate issues or concerns appropriately to institute leadership.
Innovation and Technology
  • Stay up to date with technology trends and implement innovative solutions to support organizational capabilities and growth.
  • Improve processes in alignment with institutional standards, timelines, and resources.
Strategic Planning
  • Provide recommendations to senior management based on IT and facilities insights.
  • Ensure alignment with overall strategic goals of the Institute of Government.
Day‑to‑Day Technology and Systems Operations and Oversight
  • Oversee installation, configuration, and maintenance of hardware, software, and network systems.
  • Ensure security and integrity of IT systems and data.
  • Manage IT technical support services, including troubleshooting and resolving technical issues.
  • Develop budgeting and sourcing processes for hardware, software, and peripheral components.
  • Liaison with UGA’s Enterprise Information Technology Services unit, PSO technology teams, and other system support groups.
  • Serve as primary point of coordination for IT-related issues, ensuring timely communication, escalation, and follow‑through to resolution.
Facilities Operations Management and Oversight
  • Oversee maintenance and operation of institute’s physical facilities.
  • Ensure compliance with health, safety, and environmental regulations.
  • Liaison with UGA Facilities Management Division for building and grounds upkeep.
  • Manage vendor/contractor relationships and service contracts for facilities-related services.
  • Coordinate office space planning and allocation.
  • Develop and manage processes related to budgeting for facilities changes and improvements.
  • Implement and manage facility improvement projects in consultation with divisional leaders.
  • Develop and manage processes related to acquisition and inventory of equipment and furniture.
  • Establish and monitor building security planning and systems.
  • Establish and coordinate policies for use of Seney Stovall Chapel.
  • Proactively identify facilities-related challenges and communicate impacts, dependencies, and timelines to leadership and partners.
