Assistant Manager – Community Services
Reports to: Unified Government of Athens‑Clarke County Manager
FLSA Status: Exempt – Administrative
Classification: Regular Non‑Merit; serves at the discretion of the Manager
Pay Grade: Not Classified;
Salary Range: $180,300 – $279,447 (Anticipated Hiring Range: $180,300 – $198,329)

Purpose of Job: Assist the Manager with administrative, managerial, and day‑to‑day operational duties. Responsibilities include policy review, strategic planning, budget preparation and monitoring, report preparation, project coordination, meetings, public presentations and committee representation.
Essential Duties and Responsibilities:
- Supervise department directors, set priorities, provide leadership, maintain discipline, make hiring/pay/termination recommendations, review work products, and conduct performance evaluations.
- Review departmental and government procedures, assist in developing policies and procedures for effective government operations.
- Oversee daily and long‑term activities of assigned departments, including planning, strategy, resource allocation, and service sufficiency.
- Plan, develop, and implement major projects and programs; serve as project manager for multi‑department projects ensuring coordination.
- Coordinate development of reports, studies, grant proposals, ordinances, and respond to public or elected official concerns.
- Assist in operating and budgetary policy development, set department goals and objectives, and ensure alignment with elected officials.
- Prepare and monitor annual operating and capital budgets with department directors; review budget requests and recommend actions.
- Represent the Unified Government on committees, task forces and attend meetings of the Mayor and Commission as required.
- Assist in drafting RFPs and selecting professional services; assist in recruitment documents for directors and team members.
- Review draft Mayor & Commission Agenda Reports for completeness.
- Perform other duties as required.
Minimum Training &
Experience:
Bachelor’s Degree in Public/Business Administration or related field with at least five years managing operations and projects typical of local government. Equivalent education, training, and combined experience may qualify.
Local government management and supervisory experience in a jurisdiction of similar size and complexity as Athens‑Clarke County required.
Valid driver’s license required;
Master’s degree preferred.
Selected candidates will pass a thorough background investigation covering employment, education, driving, criminal, and credit histories.
