Lead Project Evaluator Position Summary

The Lead Project Evaluator will independently design, implement and supervise program evaluations, qualitative or quantitative research studies, needs assessments, data dashboards, including selecting evaluation approaches, developing logic models, developing measures, data and outcomes tracking matrices, preparing insightful reports, and more. This individual will supervise and manage graduate and student researchers on the team, work collaboratively with supervisors, and collaborate with various entities across the state to collect input, design, implement, and manage projects.

They will work collaboratively with key stakeholders on grants, partners, data sources, and datasets.

Minimum Qualifications
  • Bachelor’s degree in a related field or equivalent
Preferred Qualifications
  • Master’s in program evaluation or allied social science fields.
  • Training and experience in conducting process and outcome evaluations and quantitative and/or qualitative research methods and data analysis.
Responsibilities
  • Design, implement and manage program evaluations, needs assessments, and qualitative and/or quantitative research for multiple projects (process and outcome evaluations, selecting and implementing evaluation approaches and methodologies, developing logic models, measures, data and outcomes tracking matrices, preparing insightful reports).
  • Develop data collection measures (surveys, focus group protocols), collect and analyze data using qualitative or quantitative research methods, work with large databases. Clean and analyze data and develop data dashboards.
  • Manage people, timelines and budgets for multiple projects.
  • Work collaboratively with a variety of clients and multiple data sources and datasets.
  • Prepare Human Subjects proposals and engage in sample recruitment.
  • Collaborate with various entities across the state to collect input, design, implement, and manage projects.
  • Coordinate, manage and collect data from participants using quantitative or qualitative research methods (surveys, focus groups, interviews). May involve statewide travel; driving may be required.
  • Prepare reports, manuscripts, white papers, flyers, infographics to communicate findings to key stakeholders.
  • Present research or program evaluation findings at partner meetings and at local, state, and national meetings and conferences to technical and non‑technical audiences.
  • Conduct literature reviews and environmental scans.
  • Supervise and manage graduate and student researchers on the team and work collaboratively with their supervisors.
Knowledge, Skills, Abilities and/or Competencies
  • Experience in program evaluation or allied fields (public administration, public health, psychology, human development or other social science fields).
  • Training/coursework in program evaluation, quantitative and/or qualitative research methods and data analysis.
  • Demonstrated experience in designing, implementing and managing program evaluations, process and outcome evaluations, selecting evaluation approaches and methodologies, developing logic models, measures, data and outcomes tracking matrices, preparing insightful reports.
  • Knowledge or experience in implementing quantitative and qualitative research studies including collecting data, conducting data analysis (correlations, crosstabs, content analysis).
  • Advanced quantitative data analysis knowledge and skills using SPSS or SAS.
  • Experience preparing human subjects applications.
  • Knowledge and/or experience designing and developing data dashboards and analytics using Power BI or Tableau.
  • Excellent organizational and project management skills (managing people, timelines, budgets).
  • Knowledge and experience using Microsoft Word, Excel, Access, Qualtrics, NVivo, Canva or similar applications.
  • Ability to work independently and with a team.
  • Effective written and oral communication skills.
Physical Demands
  • Work for long periods on a computer.
  • Driving as needed to perform job duties.
