Personnel System – requires satisfactory completion of a six‑month probationary period.
Pay Grade: 113.
Safety Sensitive: CDL – subject to random drug testing per Athens‑Clarke County Drug and Alcohol Ordinance.
The purpose of this job is to supervise and perform a wide range of duties in developing and servicing the outdoor environment at Athens‑Clarke County Government parks, buildings, and rights‑of‑way. Duties and responsibilities include coordinating and accomplishing landscape development, maintenance, assessing security and safety, and performing additional tasks as assigned.
Emergency PositionThis is an emergency position that requires attendance under all types of emergency conditions, including inclement weather, utility failure, fire, or other forced evacuations as determined by management.
Essential Duties and Responsibilities- Supervise landscape grounds workers, community service workers, volunteers, students, and inmates (subject to Department of Corrections regulations).
- Train and evaluate assigned staff, handle employee concerns, direct work assignments and daily work activities, counsel and discipline employees when necessary, and complete employee performance appraisals.
- Prepare daily work reports, equipment service requests, and pesticide application reports for department records.
- Operate and maintain heavy equipment and a variety of landscape equipment.
- Install trees, shrubbery, flowers, grasses, and other plantings per instructions or landscape plans.
- Implement fertilizer and pesticide programs, including soil and plant sample analysis, interpreting results, applying treatments, and maintaining records.
- Maintain an adequate inventory of materials and supplies needed for grounds maintenance projects.
- Maintain mowed areas as required for lawns, roadsides, ball fields, wildlife management areas, and meadows.
- Provide maintenance to ornamental shrubs, seasonal flowers, and other plantings, including fertilizing, weeding, watering, spraying, mulching, pruning, and removal of limbs, trees, and stumps.
- Perform soil preparation including cultivation, amendment, and finish grade.
- Construct, install, operate, and repair retaining walls, irrigation and drainage systems, walkways, and trails.
- Perform routine and special‑event litter collection.
- Install Christmas lights, seasonal banners, ornaments, and crowd‑control barricades.
- When assigned to Little Control:
- Supervise inmates, direct work assignments, inspect tasks, and assess security and safety.
- Train inmates in litter pick‑up and disposal methods.
- Operate dump truck to haul materials to and from work sites.
- Maintain vehicle by lubricating and checking air, oil, water, and other fluids.
- Assist maintenance and other crews as needed.
- Operate and maintain dump trucks, chipper trucks, pole saws, weed eaters, bush‑axes, sling blades, shovels, chainsaws, flatbed trucks, mowers, mechanics tools, and power tools.
- Ensure that all needed material is on hand and may pick up supplies from local vendors.
High school diploma or equivalent with two years of landscape maintenance or construction experience, or an equivalent combination of education, training, and experience that provides the requisite knowledge, skills, and abilities. Supervisory experience is preferred.
Licensing and Certification Requirements- Valid driver’s license and ability to obtain a Georgia Commercial Driver’s License (CDL) within six months of hire.
- Must obtain security training for the supervision of inmate workers as set forth by the Georgia Department of Corrections Standard Operating Procedures within six months of hire or first available opportunity.
- Must possess or be able to obtain First Aid and CPR Certification within one year of hire.
- Must possess or be able to obtain flagging certification within six months of hire.
- Must possess or be able to obtain Basic Security Officer (BSO) certification within six months of hire.
