Maintenance Worker, Utility Technician

Requires satisfactory completion of a six‑month probationary period.
Pay Grade: 113
Safety Sensitive: Yes – CDL;
Subject to random drug testing per the Athens‑Clarke County Drug and Alcohol Ordinance.
The purpose of this job is to perform supervisory/manual work functions associated with coordinating the maintenance of water and sewer right‑of‑way areas. Duties and responsibilities include, but are not limited to: supervising and participating in maintenance and inspection of water and sewer rights‑of‑way; reading and interpreting blueprints; operating heavy equipment; maintaining records; supervising assigned staff; and performing additional tasks as assigned.
WorkSchedule
Monday‑Thursday or Tuesday‑Friday, 6:30 am – 5:00 pm. On call every six weeks. Subject to call back 24 hours a day, 7 days a week. May be required to work on religious holidays. Regular and predictable attendance is required. Must work cooperatively with others. When requirements include vehicle operation, responsible for the safety, readiness, and operation of the vehicle and must abide by ACC's safe driving policy.
MinimumTraining & Experience
High school diploma, with two years of wastewater right‑of‑way maintenance, heavy equipment operation or related experience required; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Valid Driver's License required.
Must possess or have the ability to obtain a valid Georgia Commercial Driver's License within 6 months of hire.
Must possess or have the ability to obtain Georgia Department of Transportation Flagging Certification within 12 months of date of hire.
Essential Duties & ResponsibilitiesOne year of supervisory experience is preferred. The following duties are normal for this job. These are not to be construed as exclusive or all‑inclusive. Other duties may be required and assigned.
- Supervises and evaluates assigned staff, handles all employee concerns, directs work assignments, counsels and disciplines employees when necessary, and completes employee performance appraisals.
- Supervises and participates in the maintenance and inspection of water and sewer main right of ways.
- Plans and schedules maintenance activities; coordinates daily work assignments; gathers work materials and supplies.
- Examines property to determine existing easements; coordinates access with property owners.
- Reads and interprets blueprints of new and existing water and sewer lines.
- Locates water and sewer lines for crews and other utilities.
- Distributes chemicals in sewer lines (herbicides, pesticides, grease solvents).
- Operates a variety of vehicles, equipment and tools (e.g., backhoe, front end loader, tandem dump truck, utility truck, jackhammer).
- Responds to emergency and stand‑by calls on a 24‑hour daily basis.
- Supervises the cleaning/maintenance of tools and equipment; performs preventive maintenance on sewer equipment.
- Receives and/or prepares reports, forms, and other documentation; reviews, processes, and/or forwards as appropriate; maintains records.
- Answers the telephone; provides information, advice and guidance; takes and relays messages.
- Responds to routine information requests from officials, employees, staff, the public or other individuals.
- Performs other related duties as required.
Skills and Abilities
- Knowledge of the principles, practices and procedures of the Unified Government of Athens‑Clarke County and the operations and functions of the Public Utilities Department.
- Knowledge of all applicable laws, ordinances, policies, standards and regulations pertaining to the job.
- Knowledge of specific laws and regulations pertaining to the access and maintenance of utility easements.
- Knowledge of Athens‑Clarke County policies and procedures for repair and maintenance of water and sewer mains and lines.
