Operations Coordinator
FLSA STATUS:
Non-Exempt
CLASSIFICATION: Personnel System;
Requires satisfactory completion of a six-month probationary period.
PAY GRADE: 113
SAFETY SENSITIVE: Yes - CDL;
Subject to random drug testing per the Athens-Clarke County Drug and Alcohol Ordinance.
Purpose of Job
The purpose of this job is to perform supervisory/manual work functions associated with coordinating the maintenance of water and sewer right-of-way areas. Duties and responsibilities include, but are not limited to: supervising and participating in maintenance and inspection of water and sewer rights-of-way; reading and interpreting blueprints; operating heavy equipment; maintaining records; supervising assigned staff; and performing additional tasks as assigned.
Job Related Requirements
WORK SCHEDULE:
Monday-Thursday or Tuesday-Friday, 6:30 am - 5:00 pm. On call every six weeks. Subject to call back 24 hours a day / 7 days a week.
May be required to work on religious holidays.
Regular and predictable attendance is required.
Must work cooperatively with others.
When requirements include vehicle operation, responsible for the safety, readiness, and operation of the vehicle and must abide by ACC's safe driving policy.
High school diploma, with two years of wastewater right of way maintenance, heavy equipment operation or related experience required; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Valid Driver's License required.
Must possess or have the ability to obtain a valid Georgia Commercial Driver's License within 6 months of hire.
Must possess or have the ability to obtain Georgia Department of Transportation Flagging Certification within 12 months of date of hire.
One year of supervisory experience is preferred.
The following duties are normal for this job. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
Supervises and evaluates assigned staff, handles all employee concerns, directing work assignments, counseling and disciplining employees when necessary, and completing employee performance appraisals.
Supervises and participates in the maintenance and inspection of water and sewer main right of ways.
Plans and schedules maintenance activities; plans and coordinates daily work assignments; gathers work materials and supplies used in daily activities.
Examines property to determine existing easements; coordinates access with property owners to allow maintenance activities.
Reads and interprets blueprints of new and existing water and sewer lines.
Locates water and sewer lines for crews and other utilities.
Distributes chemicals in sewer lines (e.g. herbicides, pesticides, grease solvents).
Operates a variety of vehicles, equipment and tools as required (e.g., backhoe, trackhoe, front end loader, roller, tandem dump truck, utility truck, track loader, sewer rodder, forklift, trencher, bushhog, tree cutter, jackhammer, chain saw, air compressor).
Responds to emergency and stand-by calls on a 24-hour daily basis.
Supervises the cleaning/maintenance of tools and equipment; performs preventive maintenance on sewer equipment.
Receives and/or prepares reports, forms, and other documentation; reviews, processes, and/or forwards as appropriate; maintains records; performs other clerical duties.
Answers the telephone; provides information, advice and guidance; takes and relays messages and/or directs calls to appropriate personnel; returns calls as necessary.
Responds to routine information requests from officials, employees, staff, the public or other individuals.
Performs other related duties as required.
Knowledge,
Skills and Abilities
Knowledge of the principles, practices and procedures of the Unified Government of Athens-Clarke County and the operations and functions of the Public Utilities Department.
Knowledge of practices, policies and procedures as necessary in the completion of daily responsibilities.
Knowledge of all applicable laws, ordinances, policies, standards and regulations pertaining to the specific duties and responsibilities of the job.
Knowledge of specific laws and regulations pertaining to the access and maintenance of utility easements.
Knowledge of Athens-Clarke County policies and procedures pertaining to the repair and maintenance of water and sewer mains and lines.
Knowledge of the distribution and collection system, and the location of water and sewer mains and lines.
Knowledge of the methods and practices of installing, maintaining and repairing water and sewer mains and lines.
Skill in organizational, management, human relations, and technical techniques.
Skill in the construction, maintenance and repair of water and sewer lines and mains.
Skill in supervision, organization, and oral and written communications.
