Mid-Level Wetland Scientist/Permitting Specialist

Overview

Tetra Tech is seeking a highly motivated and experienced Wetland Scientist and Permitting Specialist to join our Mid-Atlantic Natural Resources team in Atlanta. The ideal candidate will have a strong background in environmental permitting, compliance, and natural resource surveys. This role involves working closely with clients, regulatory agencies, and internal teams to ensure successful project execution and adherence to environmental regulations.

This position requires the candidate to be a U.S. Citizen due to the projects involved.

Help deliver permit strategies, compliance planning, and natural resource assessments across infrastructure, energy, and development initiatives.

Responsibilities
  • Support/lead permitting activities and manage tasks for a range of infrastructure, energy, and development projects (e.g., Clean Water Act, Endangered Species Act, Mid-Atlantic state permits, Marine Mammal Protection Act, Magnuson-Stevens Act, NEPA, NPDES, etc.).
  • Lead stream and wetland delineation and assessment, and other natural resource surveys.
  • Engage with clients to develop proposals, prepare cost estimates, and respond to Requests for Proposals/Qualifications (RFPs/RFQs).
  • Provide technical expertise and support for critical issues analysis and environmental planning.
  • Collaborate with project managers and field teams to ensure data quality and provide mentorship and oversight of junior staff.
  • Prepare technical documents, including reports and permit applications, for submittal to regulatory agencies, including coordination and receipt of permit approvals.
  • Provide senior oversight and guidance regarding stakeholder engagement and the permitting trajectory.
  • Secure jurisdictional determinations from the U.S. Army Corps of Engineers (USACE) and prepare/submit Department of Army applications using the USACE RRS system.
  • Manage state and local requirements related to CWA 404/401 approvals, engaging with regulators to secure appropriate environmental permits for federal, state, and local wetlands and waterbody impacts.
  • Engage with regulatory agencies and clients to facilitate project reviews, pre-application meetings, and compliance with environmental laws.
  • Maintain up-to-date knowledge of environmental regulations and best practices; work in accordance with internal procedures and standards.
  • Pursue continuous professional development and maintain high levels of discipline, knowledge, and safety.
  • Mentor and train junior staff as appropriate.
  • Other duties as required.
Qualifications
  • Minimum of a bachelor’s degree in biology, natural resources, environmental science, or a related field.
  • 3–7 years of experience in environmental compliance and permitting, with a focus on aquatic resources. A master’s degree can supplement 2 years of experience if in a relevant field.
  • Experience coordinating with state and federal regulatory entities (e.g., USFWS, USACE, GA EPD, GA WRD).
  • Knowledge of regulatory frameworks including NEPA, Clean Water Act 404/401, Endangered Species Act, etc.
  • Experience (3+ years) leading field teams to conduct aquatic resource surveys, habitat assessments, and other natural resource surveys.
  • Strong understanding of federal and state environmental regulations and permitting processes; proven track record of obtaining environmental permits.
  • Experience with field mapping, data collection, and analysis using GIS and other software.
  • Strong written and verbal communication skills; ability to engage with clients and regulatory stakeholders.
  • Detail-oriented with strong problem-solving and organizational skills; ability to manage multiple projects.
  • Proficiency in Microsoft Office; experience with GIS software; basic data analysis capabilities.
  • Willingness and ability to travel as needed, up to 75%.
  • Must possess a U.S. driver’s license in good standing.
