We are looking for a Cost Engineer in Atlanta, GA. Under the general direction of the Program Cost Controls Manager, the Project Controls Engineer - Cost is responsible for developing, maintaining, and reviewing cost management data, including budget and cost forecast, and providing accurate and timely reporting of cost data.

$95,000.00/yr - $/yr

Responsibilities
  • Ability to establish and enforce cost control frameworks, policies, and procedures across a multi-billion program.
  • Strong analytical and problem‑solving skills with capacity to present insights clearly to executives, boards, and stakeholders.
  • Generate regular cost reports, summaries, and dashboards for review by the Capital Program Management Office (CPMO).
  • Lead cost workshops with project managers and contractor teams.
  • Work effectively in a matrixed CPMO environment with multiple delivery partners.
  • Proactively identify potential cost overruns or risks and drive corrective action.
  • Excel in written and verbal communication, translating complex cost data into executive‑level reporting.
  • Document, review, and analyze variances in cost and schedule, and recommend corrective actions.
  • Coordinate and gather information for special reports and requests.
  • Reconcile and edit the Cost Management System for budget, cost, and change information.
  • Develop and coordinate cost‑management updates to support the Project Management team with current budgets, actuals, accruals, forecasts, and changes.
  • Support the use and administration of the Cost Management System (Unifier), including data entry, system updates, and report generation.
  • Assist in developing, compiling, and producing rail‑transit program reports, summaries, and dashboards covering progress, cost, cash flow, earned value, risk, schedule, and other key metrics.
  • Contribute to change‑management documentation by logging and tracking potential changes and approved change orders.
  • Update, reconcile, and report changes to and from the Change Control Board and construction contract for tracking pending and approved changes and contingency utilization.
  • Perform regular interval QA/QC of project cost data and communicate corrections.
  • Verify changes are reflected in the cost forecast and assess impacts on contingency, escalation, and cash flow.
  • Assist the Program Cost Manager with cost forecasts and funding that conform to the Cost Management Plan.
  • Participate in developing cost‑control/cost‑management system procedures.
  • Coordinate with internal teams such as Finance, Budget, and Procurement to support reconciliation and audit readiness.
  • Assist in preparing memos, presentations, and client deliverables, including charts, tables, and financial summaries as requested.
Qualifications
  • BA/BS Degree in Construction Management, Business, Engineering, or a related field.
  • 10+ years of progressive experience in cost engineering of large‑scale infrastructure/capital projects.
  • AACE Certifications, Project Management Professional (PMP), Certified Cost Professional (CCP), or Earned Value Professional (EVP) are a plus.
  • Master’s Degree Preferred.
  • Direct experience supporting programs valued at $5B+ (preferably $10B+) with complex, multi‑year, multi‑contract portfolios.
  • Experience in public‑sector capital programs and federal/state/local funding compliance is highly desirable.
  • Strong familiarity with contracting models (lump sum, GMP, CM‑at‑risk, design‑build, progressive design‑build, PPP).
  • Excellent analytical and critical‑thinking skills with the ability to solve problems.
  • Attention to detail and organization while working in a fast‑paced environment.
  • Ability to manage multiple projects, meet deadlines, and produce deliverables.
  • Ability to build and sustain relationships with team members, contractors, clients, and stakeholders.
  • Ability to prioritize workload and deliverables.
  • Proficient in Microsoft Office suite and Project Management Information Systems (Unifier) or similar.
