Responsibilities

The Senior Budget Analyst shall provide support assisting with the development of DHS business process improvements and modernization projects. Key responsibilities include drafting modern business methods, helping to identify best practices, and drafting performance measurements.

The contract employee shall support the Region 4 Federal Projective Service (FPS) financial management and senior level staff by assisting in analyzing, tracking and monitoring accounting functions in the Federal Financial Management System (FFMS). Tasks include supporting a variety of budgeting, analytical, technical, and administrative functions for substantive organizational programs and support activities. The contract employees must be able to apply generally accepted accounting principles and account for tasks, and be able to clearly and effectively communicate numerical information to all levels of staff.

The contract employee should provide support in assisting in the completion of the following tasks:

  • Administering support with documentation from accounting, procurement, vendors, and program and field offices; determining if and when the status of documents should be considered closed.
  • Reconciling expenditures and financial reports.
  • Analyzing accounting data, reconciling accounts, and drafting documents to justify reporting actions and submit reconciliation requests for approval by the Supervisory Budget Analyst and/or Financial Program/Cost Analyst for changes in the financial system.
  • Analyzing estimates for consolidation of funding requests; assisting in verifying cost estimates received from others by evaluating the consistency of dollar estimates against PSO contracts.
  • Verifying funding status of prior year SCAW authorizations (SWA), collecting financial information required for audit responses, assessing in validating and verifying accounts, responding to agency requests for documentation to support invoiced amounts, assisting in certifying delivered orders, and completing specific projects.
  • Drafting conventional and precedent statutory products.
  • Retrieving financial system data and utilizing standard methods to assist in analysis of data.
  • Following direction from government budget officers or other appropriate channels to help resolve agency client account discrepancies and administer timely invoicing and processing.
  • Recording and monitoring activities related to the expenditure and disbursement of funds, tracking/analysis the status of funds.
  • Performing verbal and written communication with various levels of management and operating personnel to assist management with daily operations.
  • Validating/Verifying accounting records.
  • Providing assistance to specific projects to be identified by Region 4 financial and senior level management.
  • Documenting, copying, editing, calculating, revising, revisiting, storing, and printing a wide range of documents in financial form (e.g., reports, graphs, statistics, mailing labels, tables, etc.).
  • Reviewing and analyzing financial and budgetary expenditures matters.
Qualifications
  • The contract employee shall have at least a B.S./B.A. degree that includes at least 24 hours of coursework in finance, quantitative methods, or accounting.
  • The contract employee must have at least 4 years of experience in federal financial policy, procedures, regulations, and guidance applicable to financial management programs, processes, and systems, with the skills and ability to apply such knowledge to a broad scope of complex assignments.
  • The contract employee must also possess the following skill sets: proficiencies in Microsoft Office (Word, Access, Excel, PowerPoint). Excellent written and verbal communication skills. Excellent presentation skills. Strong analytical skills. Ability to conduct online research.
