WSP is currently initiating a search for a Funding and Financing Strategy Service Lead for our Washington, D.C. office. The following locations will also be considered:

The Funding and Financing Strategy Service Lead is a senior leadership position within the Economics, Finance, and Grants team. You will co‑lead a group of 20+ professionals and experts and manage 8‑10 staff directly. You will work directly with public and private organizations across the country to fund and finance their infrastructure projects and initiatives, driving both project delivery and business development for the group.

• Manage 8-10 employees
• Co‑lead the Funding & Financing Strategy Service Group
• Manage and oversee the development financial models
• Oversee and perform quantitative analyses and data analytics
• Analyze financial needs and opportunities for transportation agencies
• Analyze project and program funding and financing options
• Research funding and financing industry trends
• Evaluate funding and financing alternatives and priorities
• Develop the business case for infrastructure investments
• Oversee the development of reports, memorandums, and client‑ready documentation
• Lead client meetings and workshops
• Track, review, and interpret federal legislation and guidance
• Provide strategic support in all phases of infrastructure planning and project development

• 10+ years of relevant experience
• Bachelor’s degree
• Strong analytical and quantitative skills
• Proven experience managing staff
• Strong understanding of inflation and cost drivers
• Strong written and verbal communication skills
• Demonstrated research skills and experience
• Ability to think creatively, work independently, and deliver high quality work with minimal oversight
• Ability to lead teams, synthesize problems, and communicate point of view and analytical results
• Manage time efficiently while supporting multiple projects in parallel
• Proven experience in transportation, infrastructure, and related sectors
• Significant experience using Microsoft Office’s suite of applications and their higher level capabilities

• Master’s Degree in Finance, Planning, Public Policy or related disciplines
• Familiarity with Federal Transit Administration and/or other US Department of Transportation funding and financing programs such as the Capital Investment Grants Program (CIG);
  Section 5307, 5337, and 5339 formula programs; other discretionary grant programs; and federal financing programs such as TIFIA and RRIF
• Familiarity with financial aspects and challenges of energy, water and other infrastructure
• Strong understanding of federal and state‑level infrastructure policy and funding
• Strategic planning experience

Expected Salary (all locations): $122,700 - $218,680
