The Grant Services Fiscal Operations Assistant Manager (Lead) reports to the Fiscal Operations Manager.
Essential Duties & ResponsibilitiesThese are typical responsibilities for this position and should not be construed as exclusive or all-inclusive. May perform other duties as assigned. Demonstrates substantial understanding of the job requirements and applies knowledge and skills to various tasks.
- Assist in preparing and implementing the annual work program, including a calendar of significant projects
- Assist in preparing the annual office budget and approves biweekly payrolls and invoice payments.
- Assist in overseeing an open, competitive grant application process for the sub-awarding of HUD grants to city departments, other governments, and outside agencies
- Develop management systems and forms for the proper execution of grant projects and provides technical assistance to implementing units and agencies in managing grants
- Develop, formulate, and implement grant-related policies, guidelines, and procedures to ensure program compliance
- Develop reporting systems to ensure the city’s ability to meet grant funding guidelines and standards
- Review documentation for project files to ensure that sub-recipients have expended all funds appropriately.
- Review Residential Certification Quarterly Reports
- Assist with DownHOME and IDIS drawdowns as backup
- Assist with evaluating NOFA Applications
- Participate in Interdisciplinary Meetings
- The Financial Analyst will maintain current training and development on applicable federal grant programs and policies and the systems and tools used by CoA to conduct grants management, including IDIS, HMIS, SAGE, Oracle, Neighborly, Microsoft 365 suite, etc.
- Completes goal setting with staff annually and performance reviews on a quarterly basis per COA policy
- Position will perform other duties as assigned

- Knowledge of HUD entitlement grants, municipal government administration, and functions
- Excellent verbal communication, interpersonal, and relationship-building skills to effectively work with a broad spectrum of stakeholders
- Knowledge of principles and practices of grant administration and management to include applicable federal and state laws, rules, and regulations
- High energy and a passion for service and the strategic direction of the city, particularly as it relates to serving individuals with exceptional housing and service needs

Minimum Education and Experience Requirements
A bachelor’s degree in business administration, Public Administration, or a related field from an accredited college or university.
Three years of experience in federal grant management programs, contract compliance, construction management, labor relations, or the equivalent combination of training.
Three years of direct experience in federal grants management related to HOPWA, HOME, ESG, and CDBG.
Three years of supervisory experience.
Licenses and CertificationsDriver’s license valid at the time of appointment and remain valid while in position.
