Salary

Base pay range: $/yr – $/yr. Pay determined by skills and experience.

Seeking a motivated, career‑oriented Scrum Master with experience as a business process/requirements analyst on a software development team that builds complex web‑based applications for our Federal client.

Responsibilities
  • Facilitate all Scrum ceremonies (daily stand‑up, sprint planning, release planning, grooming sessions, sprint retrospectives, and sprint reviews).
  • Work with the client to create, review, and adjudicate Program Increment planning.
  • Assist the Scrum team in executing all objectives and epics in the Program Increment.
  • Develop detailed documentation of client needs.
  • Lead grooming sessions with clients to gather, analyze, and decompose functional and non‑functional requirements.
  • Use Agile tools (e.g., JIRA, Confluence) to manage backlogs, sprints, and collaborative work.
  • Create detailed user stories, including acceptance criteria, mockups (if required), and additional information to assist development.
  • Manage scope changes mid‑sprint or during a release cycle, coordinating with Project Managers on adjustments and client communications.
  • Interact with integrated customer/vendor teams.
  • Develop and deliver business processes for requirements.
  • Perform requirements analysis to determine feasibility and decompose requirements into concise user stories.
  • Maintain Definition‑of‑Ready and Definition‑of‑Done standards established by the Scrum team.
  • Create clear, detailed business requirement documents (BRDs), functional specifications, and use cases as needed.
  • Maintain requirement traceability matrices to ensure all requirements are met.
  • Work with stakeholders to gather, analyze, and document business requirements.
  • Conduct interviews, workshops, and surveys to understand business needs.
  • Analyze business processes using techniques such as BPM, use‑case modeling, current‑state analysis, gap analysis, benchmarking, and best‑practice identification.
  • Interface with all project areas, including customer, architects, development team, operations, and other teams.
  • Provide expertise and guidance in interpreting policies, regulations, and guidelines to ensure compliance.
  • Conduct client interviews and coordinate with business and technology teams to define and document system requirements, including program functions, output requirements, input data acquisition, and system controls.
  • Perform cost‑benefit analysis when needed.
Education

Bachelor’s degree in a technical field with a minimum of 5 years of experience, or an equivalent master’s degree.

Skills and Experience
  • 5+ years experience as a Scrum Master, Business Analyst, Requirements Analyst, or similar role.
  • Proven ability to facilitate all Scrum ceremonies efficiently and within time boxes.
  • Experience with SAFe and Program Increment planning and execution.
  • Strong time management and resourceful removal of Scrum team roadblocks.
  • Servant leadership mentality fostering team discussion and input.
  • Capability to define software requirements for complex products using Agile delivery methodology.
  • Ability to explain complex technical concepts to non‑technical team members and clients.
  • Willingness to collaborate in a team environment and manage multiple assignments.
  • Experience with enterprise web applications for the Federal government and 508 compliance.
  • Understanding of the Software Development Life Cycle (SDLC).
  • Proficiency in requirement elicitation techniques and tools (e.g., JIRA, Confluence).
  • Experience with process modeling tools (e.g., Visio, Lucidchart).
  • Familiarity with Agile and Waterfall project methodologies.
  • Experience with formal system development methodologies including Agile.
  • Proficiency in business process modeling.
  • Experience in business analysis activities, including:
    • Software requirements management and analysis.
    • Software requirements elicitation.
    • Software solutions analysis.
    • Software requirements planning.
  • Strong attention to detail and follow‑through skills.
  • Excellent written and verbal communication skills.
