Complete DescriptionThe state of Georgia is dedicated to modernizing court operations by building a Case Management System to increase consistency and efficiency. The project builds a modern statewide, secure, digital, cloud‑based system that interfaces across multiple courts, existing databases, and reporting systems. The Judicial Council of Georgia / Administrative Office of the Courts (JC/Client) will partner with suppliers to implement this system for Georgia's courts.
Key activities include: liaising between IT and business partners; analyzing business issues; defining requirements; creating screen designs; recommending automated system controls; determining operational objectives; evaluating output requirements; documenting systems requirements; identifying project milestones; constructing workflow charts; developing change management framework; conducting user acceptance testing; creating and maintaining end‑user documentation; and delivering training.
Responsibilities- Work on multiple projects/applications as a project team member.
- Serve as a subject matter expert for multiple projects/applications.
- Collaborate with software developers and business customers to ensure business needs are met.
- Identify and communicate business needs for complex software solutions.
- Translate needs into functional and non‑functional requirements.
- Elicit, analyze, and document multiple customers' business requirements.
- Participate in customer and project team meetings throughout the SDLC.
- Serve as a liaison between business partners and the development team.
- Utilize requirements elicitation techniques such as workshops, interviews, and shadowing.
- Develop, write, and communicate business and functional requirements, including use‑case narratives and diagrams.
- Articulate data flow concepts and answer technical and business questions.
- Create and maintain screen designs, user story maps, and process flow diagrams (Lucidchart).
- Maintain user stories in JIRA.
- Comply with the requirement to work in the office five days a week (this position is not a telework role).

Minimum Education /
Experience:
- Bachelor’s degree in computer science, information systems, or equivalent work experience.
- Minimum of three (3) years of demonstrated, hands‑on experience on diverse data integration projects.
- Two (2) or more years of experience in advanced level use, evaluation, and implementation of appropriate tools for requirements elicitation, documentation, integration, and user acceptance testing.
- Advanced knowledge of requirements elicitation techniques, business modeling and use‑case design concepts, information systems, and software development life cycles.
- Experience defining API service calls (format and content of requests and responses) and collaborating closely with API developers.
- Experience creating clear, concise, and comprehensive data flow diagrams.
- Ability to explain complex data flows to a wide range of audiences using diagramming tools.
- Experience working in state or local government, specifically in roles dealing with the Georgia Criminal Justice System.
- Advanced level experience in software development methodologies (Agile, Scrum, Waterfall).
- Project management certification (PMP) or ITIL foundational certification.
- Experience with Lucidchart.
- Experience with JIRA.
